33RD WARD WEEKLY NEWSLETTER - DECEMBER 20, 2025

// //

Dear 33rd Ward Community,

Statement on my “No” vote on the unbalanced budget passed by City Council

I voted no on this budget because it is unbalanced, unsustainable, and fundamentally misaligned with the values our communities have organized behind. At a moment when democracy itself is under strain, and authoritarian politics are rising, our response cannot be austerity. The strongest defense of democracy is a government that invests in care, services, and dignity for working people—not one that retreats from its responsibilities.

Budgets are moral documents. They reflect who we believe deserves protection and who is asked to shoulder the cost. This budget fails that test. It does not include new, recurring revenue to meet the scale of our structural deficit, and instead relies on one-time fixes and optimistic assumptions. That approach sets us up for midyear chaos—cuts, hiring freezes, and layoffs that will harm residents and city workers alike. We have seen this movie before, and it always ends the same way: fewer services, more instability, and deeper inequality.

Protecting democracy means investing in the public goods that hold our city together—housing, mental health care, substance use treatment, youth services, public safety, and a stable municipal workforce. These investments are not luxuries; they are the infrastructure of a free and functioning society. When people cannot access basic care, when workers are stretched thin, and when communities are left to fend for themselves, cynicism and fear fill the vacuum. It pits communities against each other and allows for the dehumanizing and terrorizing of whole communities as we are seeing with these immigration raids. That is how fascism grows—through abandonment and despair.

What makes this budget especially troubling is that it avoids progressive revenue options that would provide stability and fairness. We are told to reject new revenue and rely instead on vague “efficiencies,” yet no credible plan is offered to replace the dollars we need. According to the president of the Civic Federation and other independent experts, there is no proof that a corporate head tax causes job losses. Repeating that claim does not make it true. What is proven, again and again, is that austerity produces real harm—lost jobs in the public sector, reduced services, and higher costs pushed onto working families.

Large, profitable corporations benefit from Chicago’s workforce, infrastructure, and public investments. Asking them to contribute their fair share is not radical—it is responsible. It creates reliable, recurring revenue and reduces our reliance on cuts and debt. Most importantly, it allows us to govern with intention rather than crisis management.

This budget’s failure to raise new revenue all but guarantees painful choices next year. Those choices will not be abstract projections. They will show up as closed programs, unfilled positions, and layoffs of the very workers who keep our city running. That is not fiscal responsibility; it is postponing harm.

I voted no because Chicago deserves better. We deserve a budget that meets the moment—one that invests in care, strengthens our democracy, and rejects the false choice between fiscal stability and human dignity. We can, and must, do both.

Thank you for doing this work with me. You can always contact my office if you have any questions. We are here to help.

In solidarity,

Rossana Rodriguez Sanchez
