Dear Neighbor,
I want to take a moment to remember the lives lost on September 11, 2001, and honor the first responders, families, and communities forever impacted by that day. Twenty-five years later, we continue to carry their memories with us and reflect on the courage, service, and humanity shown in the face of unimaginable tragedy.

And speaking of remembering those whose lives and legacies have left a lasting mark, this weekend we have the honor of adding another special name to the 46th Ward.
Honoring Willie Greene at Montrose Harbor
On Sunday, September 13, we’ll gather at Montrose Harbor to officially unveil an honorary street sign celebrating the late Willie Greene, a true piece of Uptown and Chicago lakefront history.
Willie’s story in Uptown began nearly a century ago. Raised in the neighborhood during the Great Depression, he discovered his love for fishing along Chicago’s lakefront as a young boy. After attending Senn High School and serving four years in the U.S. Navy during World War II, Willie returned home and turned that childhood passion into a lifelong career. In 1958, he took over the bait shop at Montrose Harbor and established Willie Greene’s Park Bait Shop, serving generations of Chicago anglers and visitors from around the world.
Willie passed away in 2012, but the family tradition he built continues today through his daughter Stacey Greene, her husband, and his grandson Cory, who have carried on the shop and his legacy.
Join us Sunday as we celebrate Willie Greene, his love for the lakefront, and the generations of memories he helped create right here in Uptown. We’re proud to make sure his name remains a part of the neighborhood he called home.

And the celebrations continued at Lakeview Towers, where I had the pleasure of joining neighbors for their Ge’ez New Year celebration! I’m grateful for the neighbors at Lakeview Towers for inviting me to join such a joyful gathering and sharing their traditions, food, and community.
Ge’ez New Year, or Enkutatash in Ethiopia and Kudus Yohannes in Eritrea, marks the beginning of a new year in the Gregorian calendar. It is celebrated each September as a time of renewal, togetherness, and new beginnings. Uptown is home to neighbors from so many different cultures and backgrounds, and it’s important that we continue to celebrate the traditions that make our community as vibrant and special as it is.
We loved spending time with everyone at Lakeview Towers and are already looking forward to coming back soon for a 46th Ward Meet & Greet with the building! 
 
And before we wrap up, Senior Fest is next Thursday, September 17 from 9 am to 2 pm! Our office is working to provide FREE round-trip bus transportation from the 46th Ward to Millennium Park, but we need at least 50 seniors signed up to secure our bus.
Senior Fest is a free citywide celebration for Chicagoans 60+, featuring live music, a picnic-style lunch, dancing, senior resources, raffle prizes, and more. If you or a senior in your life would like to attend, sign up today and help us fill the 46th Ward bus!  
And of course, the senior celebrations don’t stop there! We are officially two weeks away from our Annual 46th Ward Senior Sock Hop! This year’s Senior Sock Hop is on Thursday, September 24 from 11 AM–2 PM at the iconic Aragon Ballroom, 1106 W. Lawrence Ave.
We’re getting ready for an afternoon full of live music, dancing, a banquet-style luncheon, fun activations, senior-centered resources, raffles, prizes, giveaways, and plenty of fun for our neighbors 60+. Best of all, entry is completely FREE! Sign up here if you are interested in attending!
There’s still time to be part of making the day special. We’re currently accepting organizations interested in hosting resource tables, looking for volunteers to help us throughout the event, and welcoming in-kind donations from local businesses, organizations, and community partners to help us make this year’s Sock Hop one to remember.

| If homeownership is on your list of goals, don’t forget that The Home Stretch Homebuyer Event Series kicks off this Saturday, September 12 at Truman College! This FREE event will help prospective homebuyers better understand the process, including down payment assistance programs, mortgage readiness, and creating a step-by-step plan toward purchasing a home, with personalized guidance from HUD-certified homeownership counselors.

| Fifth Third Bank is partnering with Howard Brown Health North to host a community outreach event on Tuesday, September 15, 2026 from 10 am to 3 pm. They will bring Fifth Third Bank's Financial Empowerment Mobile, commonly known as the eBus, to the northeast corner of Sheridan Road and Irving Park Road near 4025 N. Sheridan Road, Chicago, Illinois 60613.
The eBus provides free financial education, access to banking resources, credit-building guidance, and other community-focused services. This activation is intended to support local residents and expand access to financial wellness resources at no cost to attendees.

Donate Your Books & Support Friends of Bezazian!Doing a little fall cleaning? Give your gently used books a new home! The 46th Ward Office is proud to serve as a collection site for the Friends of Bezazian Book Donation Drive through September 19.
Neighbors can drop off used books, CDs, and DVDs at our office during regular office hours. Donations will support Friends of Bezazian and programming and services at the Bezazian Branch of the Chicago Public Library.

Property Tax Bills Released Due October 1st

Cook County property owners can now view and pay their 2025 Second Installment property tax bills online at cookcountytreasurer.com.
The bills are due October 1, 2026, and the Treasurer’s Office expects to mail bills by September 1. To access your bill, select “Pay Online for Free” and search using your property address or Property Index Number (PIN). Property owners can also pay at participating banks, the Cook County Treasurer’s Office, or by mail.
On Thursday, September 24 from 5:30 pm to 7 pm - the Cook County Board of Review, District 2 team, will host a Property Tax Appeals Seminar at the Lincoln Park Chicago Public Library, 1150 W. Fullerton Ave.
The Board of Review, District 2 team will provide a short presentation on the role of the Board of Review, how to file a property tax appeal, and will host a Q&A session. The District 2 team will also be onsite to register attendees, assist with creating online accounts, and help residents file their property tax appeals.

Anniversary of Naloxone Newspaper Box Project
We are SO PROUD to celebrate the first Naloxone Newspaper Box Project in the city, launched more than a year ago by the 46th Ward and Chicago Department of Public Health (CDPH) on August 27th, 2025. Four repurposed newspaper boxes were placed in fully accessible hot spots around the ward and filled with Naloxone, a life saving medicine that can prevent overdose. In Chicago, opioid-related EMS responses increased from under 3,000 annually in 2015 to over 13,000 in 2020. Increasing access to life saving medication like Naloxone has led to the third year of reduced deaths due to opioid overdose in Chicago and the surrounding Cook County. Currently, data indicates that Chicago had a 23% decrease in opioid-related EMS responses in the first seven months of 2026 compared to the same period in 2025.
Over the past year, these boxes have distributed over 1,200 boxes of Naloxone to 46th Ward neighbors. “This project saves lives,” says Sunny Jacob, a social worker at the Department of Family and Supportive Services (DFSS) Community Center at 845 W Wilson. A few months after the launch of these stands across the 46th Ward, staff at DFSS helped prevent a neighbor from overdosing during an event with ShowerUp using Naloxone from the box located outside of their office. The easy access and close proximity of Naloxone contributed to the staff’s swift action and the neighbor was safely transported to the hospital for treatment.
Our ward continues to be a leader in the fight against opioid death. All of our families have been impacted by addiction now we have resources for harm reduction tools accessible across our city. Providing free Naloxone in a space neighbors can access any time of the day is really just a continuation of the legacy of our ward. We meet neighbors where they are and look for creative solutions to address the real problems neighbors face.
The repurposed newspaper boxes are located outside on the sidewalk at the Institute for Cultural Affairs (ICA), Department of Family and Supportive Services (DFSS) Community Center, Cornerstone Community Shelter and Nourishing Hope and are routinely refilled by their host organization to keep them fully stocked. We also have a Naloxone CTA Vending Machine led by Cook County Health and CDPH at the Wilson Red Line and the CDPH Harm Reduction Vending Machine at the Uptown Library provide essential resources to neighbors in need in public and accessible spaces across the 46th Ward.

This week, the Department of Family and Supportive Services (DFSS) was in our ward to facilitate a monthly cleaning of the bus stop on Sunnyside and Broadway. Our office has heard from many neighbors who are concerned, frustrated and confused about houseless neighbors living in bus shelters. We recently met with the Mayor's Office for Homelessness, DFSS, Chicago Department of Transportation (CDOT), Streets and Sanitation and JC Decaux, the owners of the bus shelters to discuss added support and services for these neighbors.
Through this conversation, the Mayor's Office clarified that houseless neighbors will not be forcibly removed from bus shelters across the city and we learned that there is a new Street Psychiatry pilot program from the Chicago Department of Public Health that will be visiting our area. While DFSS can only facilitate one monthly cleaning of bus stops and encampments, Streets and Sans will do small cleanings as able to remove trash and debris. Because there were no personal items and the neighbors staying at the bus stop at Sunnyside and Broadway had not been at the bus shelter for a few days, Streets and Sans was able to do a full cleaning of the bus stop this week. We are grateful to our city and community partners who work tirelessly to meet all of our neighbors in need with compassion, care and resources.

HomeGrown Purchase Assistance Program Opens June 8The HomeGrown Purchase Assistance Program aims to help low and moderate-income Chicagoans achieve homeownership by providing direct financial support. The HomeGrown program will provide up to $70,000 in forgivable grants to eligible homebuyers who purchase a 1-2 unit home in Chicago. | This week, we connected with &Rise, an organization founded by Jennifer Solarte dedicated to the belief that women thrive on building & sustaining strong connections with one another, some of which assist in forming their futures!
In addition to free counseling, support groups, and teen programs, &Rise offers a diverse range of services made to help women succeed including financial education workshops, trauma life coaching, and community empowerment events.

To sustain their work, they are hosting a fundraiser on Saturday, September 12 at Zanies Chicago - 1548 N. Wells at 4 pm. Doors open at 3 pm and tickets can be purchased here!

Zoning Change Open for Feedback - 4531 N. Clark
A potential buyer (Platinum Homes - the same developer as 4713 N. Clark at Clark/Leland) is seeking a zoning change to redevelop the existing single-story commercial building at 4531 N. Clark and construct a 4-story mixed-use building in its place.
The existing building includes two storefronts, one of which is occupied by a clothing retailer, and one of which is vacant. The proposed building would include 9 for-sale condominium units (all 3-bedroom units), approximately 3,200 square feet of ground-floor retail space subdivided into two storefronts, 10 vehicular parking spaces, and 13 bicycle parking spaces.
The current zoning allows an 8-unit building of the same height as the proposed building. The developers are seeking a zoning change primarily to enable the addition of one more unit, 2,400 more square feet of floor area, and more parking spaces.
Since the proposed development includes fewer than ten units, no affordable units are required by the City of Chicago's Affordable Requirements Ordinance (ARO) and the ward is not able to require them of the developer.
The 46th Ward Office hosted a virtual community meeting for neighbors about the proposal yesterday on Thursday, August 27, and we are currently seeking feedback on the proposal. The feedback form will be open through at least Monday, September 14. |

640 W Irving Park (American Islamic College / AIC) - Development Update! Over the past few weeks, neighbors have reached out to the 46th Ward Office with questions about the the development at 640 W. Irving Park / the American Islamic College, related to permitting and the recent sale of the parking lot. We are including the most recent updates below.
Several weeks ago, the American Islamic College sold the parking lot in the middle of the site to CityPads. The zoning entitlements (for a residential tower) from the existing Planned Development (approved in 2023 before Ald. Clay took office) are still in effect for this middle portion. Any expansions to the existing proposal (either a taller building or more units) would require a Planned Development (PD) Amendment and would go through the 46th Ward Community Zoning Process. A developer is permitted to build within the existing zoning envelope (i.e. a shorter building and/or building with fewer units) without going through the PD Amendment process. We would still share any new details about the project with the community as we become aware of them and host a community meeting as appropriate. CityPads has communicated that they plan to continue renting parking spaces in the lot to neighbors; they are currently finalizing the logistical and operations arrangements. KGiles LLC, the original development entity, owns the existing AIC building and is proceeding with the adaptative reuse project to do a residential conversion of the site. Though they recently applied for building permits, they are still currently seeking financing and finalizing potential contractors and do not yet have a construction timeline. If and when they have a construction timeline, we will co-host a construction logistics meeting with their team for community members.
Please reach out to us if you have any questions about this - given that multiple developers are now involved in what was originally proposed as a single project, we understand that the situation can be confusing. |

| | 4551 N. Dover St - Historic Preservation Development Update
The Department of Planning and Development (DPD) received a resubmitted permit application for the 4551 N. Dover St project. This application proposes a new construction of a three-story, four-unit residential building at 4551 N. Dover St. Because it is a permit application, DPD is required to take the application to the next Permit Review Committee meeting, which took place at City Hall yesterday.
The Permit Review Committee is a sub-body of the Commission on Chicago Landmarks that reviews permit applications affecting designated or proposed Chicago landmarks and landmark districts. DPD initially received the proposal pre-permit in 2023 for a building nearly identical to the current one, except the site plan had a front setback of 15’, significantly shorter than the shortest front setback of any of the contributing historic buildings on the block. The applicants, Wilson Dover Apartment Investments, LLC and Axios Architects and Consultants, have since agreed to increase the setback to 20-7”, which is consistent with the historic block site plan.

Good news, neighbors! Get ready to say goodbye to more potholes. CDOT is resurfacing the following residential streets this paving season! Leland between Clark and Dover - Paving Completed Buena between Clarendon and Marine Drive - Paving Completed Hutchinson between Hazel and Marine Drive - Milled, Paving scheduled for next week of September pending Department of Water Management (DWM) sewer repairs. Sunnyside between the CTA Station and Broadway - Paving Completed Clarendon between Wilson and Lawrence - Paving Completed Lakeside between Marine and Clarendon - Paving Completed
We are also following up with CDOT to ensure that Pine Grove between Grace and Irving Park is resurfaced as soon as possible through the “Collector Street Resurfacing Program.”
Overnight parking on all streets listed above will continue to be available but parking will be restricted as needed during work hours - make sure to pay attention to any orange signs put up on these streets to avoid getting ticketed or towed!
All speed bumps and lane markings will be reinstalled after resurfacing is complete; speed bumps may be installed later in the Fall as crews finish residential resurfacing across the city. |

| | Alley Reconstruction - Malden / Magnolia / Leland / Lawrence!
Malden / Magnolia neighbors, thank you for your patience!
Your alley reconstruction project is complete and all neighbors should be able to park in their garages!
Unfortunately, we are still waiting for the resolution of a utility issue and garbage collection will need to continue from the street for the next few days. AT&T has flagged a that low-hanging wires pose a safety concern at the north of end of the alley; to minimize the chance that garbage trucks strike the wires, we are requesting that residents who have not yet moved their dumpsters to the alley continue to leave their dumpsters in the street through next week.
ComEd is planning to replace the leaning pole at the north end of the alley to resolve this issue and - pending permit approval and favorable weather - plans to complete the work next week. They initially planned to complete the work this past week but were delayed again. |

| Alley Reconstruction - Leland / Eastwood / Clarendon !
Leland and Eastwood neighbors, please be advised that alley reconstruction for the alley bounded by W. Leland Avenue (W. Leland Avenue / W. Eastwood Avenue / N. Clarendon Avenue) is scheduled to begin on Monday, September 21, 2026.

No alley access will be granted after September 21, 2026, please make accommodations to relocate your cars out of the garages. There will be saw cutting and minor asphalt demolition taking place September 16th,17th & 18th, 2026 but garage access is still permitted and allowed during those days only.
Once the project begins, construction is expected to take approximately six (6) weeks, weather permitting. Due to construction, the following changes will occur: During construction, residential garbage will be curbside and we ask that the homeowner relocate cans to the front of the property. There will be no access to the alley for approximately six (6) weeks depending on the weather conditions. Barricades will block all entrance to the alley. Homeowners are advised to seek alternative parking.

| | Say Goodbye to Potholes on Sheridan!In May, Chicago Department of Transportation (CDOT) contractors began resurfacing Sheridan Road between Montrose and Foster to fix the wear and tear on the street. The resurfacing project includes pedestrian safety improvements, including curb extensions and paint-and-post bump-outs opposite of “T” intersections for traffic safety.
Paving is now complete! Crews finished laying the asphalt several weeks ago and are completing the remaining striping and signage over the next two weeks.
Resurfacing Construction RemindersDuring construction, signs will often be posted to limit parking during workdays to enable construction access. Please move your vehicle to avoid tickets. Parking will generally remain available overnight and on weekends. Be sure to check signage.

| | Modernized Traffic Signals Coming at Leland and Sheridan!This week, Chicago Department of Transportation (CDOT) contractors began rebuilding the Leland / Sheridan intersection as part of a project to install modernized traffic signals at this intersection.
The new traffic signals will include pedestrian walk signs to increase safety at the intersection, and crews will also be extending the curb to reduce pedestrian crossing distances.
Over the next few weeks, workers will work on relocating the existing catch basins and sewer structures to accomodate the extended curbs. Sewer work may take anywhere between 2 and 5 weeks and will be followed by 2 weeks of concrete work to rebuild and extend curbs, gutters, and sidewalks, at which point the foundations for the new traffic signals will be installed (another 2-3 weeks). After installation of the new foundations, restoration and electrical work is expected to take an additional 4-6 weeks.
All in all, CDOT expects the new signals to be installed and functioning by October and November. |

| | 4600 - 4800 N. Racine Water Main Update: The Wait for Restoration
In May, the Department of Water Management (DWM) began work on a project to replace the water main on Racine between Wilson and Broadway. This project entails replacing the existing (more than 120 year-old!) water main and replacing all existing lead service lines along this stretch of Racine.
Crews have installed the new water main, installed all new service lines, and shut off the old water main; all underground plumbing work has been completed.
Crews have begun restoration work this week, however, garage and driveway entrances along Racine are plated and accessible. All plates will remain in place throughout the weekend and work will resume on Monday, September 14.
Weather permitting, the concrete base will be completed by mid-September. After the completion of the concrete base, crews will have 30 days to complete the remaining restoration work (repaving and fixing all impacted curbs and sidewalks).
Parking/Construction Reminders Parking restrictions are in force from 7 am to 4 pm until September 18. Please note this end date is subject to change. During construction, signs will often be posted to limit parking during workdays to enable construction access. Please move your vehicle to avoid tickets.

New Streetlights Coming to Sheridan Road (Montrose to Buena)
Neighbors, new street lights are coming to Sheridan Road!
CDOT (Chicago Department of Transportation) contractor will install new and more reliable streetlights on this stretch of Sheridan. Given the limited extent of the segment under construction, the supervising engineers anticipate the project should be completed before Labor Day, as long as the weather cooperates.
Crews will install new streetlights with "piggy-back" lights (which provide better sidewalk illumination) over the next several weeks. Once the new streetlights are installed, electrified, and functioning, crews will remove the old ones. Afterward, they will complete concrete and asphalt restoration as necessary.
We understand that streetwork across the ward can cause parking challenges, and we are doing our best to keep all projects on track and on time. |

New Streetlights Coming to 4600-4800 Beacon Street
Neighbors, you may have noticed even more orange no-parking signs in Sheridan Park!
These restrictions are in place to enable CDOT (Chicago Department of Transportation) contractors to install new and more reliable streetlights on this stretch of Beacon. The supervising engineers anticipate this project should be complete by the end of October, as long as the weather cooperates.
Crews will install new street lights with "piggy-back" lights (which provide better sidewalk illumination) over the next several weeks. Once the new streetlights are installed, electrified, and functioning, crews will remove the old ones. Afterward, they will complete concrete and asphalt restoration as necessary.
The parking impacts for this project will be most significant over the next week as crews complete the directional boring (installing the underground conduits that power the new street lights) and dig foundations for the new light poles. |

The Illinois Department of Commerce & Economic Opportunity is excited to announce Round 2 of the Illinois Economic Empowerment Centers (EEC) program
. 
Description: “The EEC Grant Program was developed to help create an inclusive business ecosystem within communities that have historically faced systemic barriers to entry and growth through dynamic partnerships, targeted outreach, and tailored programs and initiatives. DCEO has previously awarded $2.5 million in grant funding to 10 recipients through the EEC Grant Program.” Eligibility: "Career education agencies; and Non-profit organizations, including but not limited to: local development corporations, chambers of commerce, community based outreach centers, and community based organizations that provide services to underserved businesses and entrepreneurs." Award Range: $250,000-$500,000 ("A minimum overall matching contribution of 100% of the grant amount is required." Please see Notice of Funding Opportunity (NOFO for more details.) Deadline: Rolling until funding is exhausted (please note, the period of performance is expected to be July 1, 2026, through June 30, 2028.)
