Summary

Good morning neighbors,

Back to school is here! This week we celebrated the return to school for teachers, staff, and of course our amazing students. CMSA, Sullivan, Gale, Jordan, New Field, Eugene Field, and Kilmer - we have some amazing schools and communities who support them. Thank you to the principals, teachers, and staff who spent this week getting ready for our kids. While we're out of backpacks, we do have some limited school supplies still available in the office if your student needs them.

My team and I continue to enjoy meeting all of our neighbors out at events and celebrations. We also finally got our air conditioner replaced! Just in time for the dog days of summer. 

Today from 11am-7pm, Chalk Howard Street is back - come out to enjoy world-renown 3D art work and make some of your own! Music, food, and community close to home - what better way to spend your Saturday. And if you're feeling energetic, join us for our final Community Kickball game of the season at 1pm! I can't wait to see you out there.

Celebrations & Appreciations

New Playground at Kilmer!

On Thursday, I joined the Kilmer International Academy community (note the new name!) to unveil its new playground just in time for the 2026-2027 school year. The playground is a joint effort between Kilmer parents, CPS, and the 49th Ward participatory budgeting process to bring a new playground and nature playspace to the school. This effort was years in the making. Thank you to all our dedicated neighbors who advocated for these upgrades for the Kilmer community!

Welcome, Imani!

This week, our office welcomed a new team member, Imani Clayton. We are delighted that Imani is joining our team as our new Manager of Economic Development. Imani will oversee and facilitate many community-driven infrastructure processes throughout the ward, as well as maintain our wonderful relationships with the Rogers Park Business Association and the countless small businesses in the ward. Congratulations again, Imani, and welcome to the team!

Community Kickball August 22nd

Did you miss our community softball games this July? No worries! Join us on Wednesday, August 12, from 6:00 p.m. to 7:30 p.m. at Pottawattomie Park (7340 N Rogers) and on Saturday, August 22, from 1:00 p.m. to 2:30 p.m. for free community kickball!

Chalk Howard Street Returns August 22nd

The popular 3D chalk fest will return to Rogers Park this month! National and local street artists will convene on Howard between Paulina and Ashland, using the street as a canvas to bring vibrant and colorful pieces of art to life. 

Want to be part of transforming Howard Street? Express your creativity by purchasing a 4’ x 4’ square for $25. The free event will take place on Saturday, August 22nd, from 11 a.m. to 7 p.m. For more information on this year's festival and how to purchase a square, click here.

OEMC August 11th, 12th, & 13th Storms Survey

The Office of Emergency Management & Communications (OEMC) is reviewing damage from the severe storms that occurred August 11-13 and asking residents impacted by these storms to submit an initial damage assessment. The data collected from the survey will help determine whether the City can pursue additional relief options for residents. To fill out the survey, please visit the Illinois Residential Self-Assessment Survey website.

St. Ignatius Campus Community Survey Open

On July 20th, Alderwoman Hadden, the 49th Ward Office, Loyola University Chicago, and the Ignatian Mission Center hosted a community meeting regarding a proposed new development for the St. Ignatius Campus at 6555-6559 N Glenwood and the former Waldorf School at 1300-1320 W Loyola Ave. You can watch a recording of the community meeting here.

The Ignatian Mission Center is proposing to preserve the church and rectory on 6559-6565 N. Glenwood by creating a social service center on the St. Ignatius campus that would house a women's shelter for survivors of domestic violence, a childcare center, a food pantry, and provide space for a lay association for religious gatherings and devotions. Since its closure, the IMC has run a weekly food pantry out of 1735 W. Greenleaf Avenue to help our neighbors fighting hunger. The proposal would shift these services to the church basement alongside a social services center that would offer health screenings, counseling, and community events. The plans for the Ignatian Mission Center on Glenwood do not trigger a zoning change, but would require a special use permit to operate out of the space. 

Loyola University is proposing to demolish the former Waldorf campus buildings at 1300-1320 W. Loyola to build student apartments. Their proposal includes 65 student apartments reserved for upper-class and graduate students to free up privately owned community housing. They have also committed to providing $625,000 over a period of 10-years to the Ignatian Mission Center to support its programs and services. Finally, they have committed to donating 1,500 square feet of rent-free community space to IMC and its partners. Loyola explored retrofitting the Waldorf School campus to avoid demolition, but the repairs required to bring the building into compliance with the City's building code made the effort financially infeasible. Loyola's plans would trigger a zoning change from the current RS-3 designation to RM-5.5.

Appeal Property Tax Value with the Board of Review thru September 1st

Rogers Park Township property owners can now appeal their assessed value through the Cook County Board of Review. Filing an appeal is one way that property owners can lower their property tax bill.

When a property owner files an appeal, they are not appealing the taxing bodies' levies; rather, they are appealing their property's assessed value. Filing an appeal will never result in a higher assessed value of the property, and property owners should file an appeal every year. If a property owner's appeal is accepted, the changes to the property's assessed value will be reflected on the second installment property tax bill received in 2027. 

A step-by-step guide on how to file an appeal with the Board of Review is available here. Additionally, my office is partnering with Commissioner Steel, Alderman Vasquez, Leader Gabel, and Senators Simmons and Fine for a seminar on appealing your property tax assessment. The property tax appeal seminar will be held on Monday, August 31st, at 5:30 p.m. at the Rogers Park Branch Library, 6907 N. Clark. Make sure to bring a copy of your property tax bill for one-on-one assistance from an analyst on how to file an appeal. 

Property owners have until Tuesday, September 1, to file an appeal with the Cook County Board of Review. For more information, visit the Cook County Board of Review's website.

There are so many events in the 49th Ward this summer! Summer is always full of fun opportunities hosted throughout our ward at our parks, beaches, and even some streets! Here is a list you can use to keep track of some of the events that are being hosted through the ward. Be sure to check out the Rogers Park Business Alliance, the Park District, and the Rogers Park Library for information on other events as well!

Infrastructure Updates

Estes Water Main Replacement Updates

The Department of Water Management (DWM) is installing a new water main in the 49th Ward on Estes between Ridge and Clark. Excavation of the north side of Estes (westbound lane, between Ridge and Damen) began on August 11th. Construction will only take place during the week. Only in cases of emergency will construction be done on a weekend.

Construction began last week at Ridge and is moving east toward Damen. Currently, the contractors are reaching the mid-block between Ridge and Damen. The contractors plan to continue installing the watermain for the rest of the week. No water shutdowns, lead service line work, or restoration work is scheduled for this week. The Department of Water Management (DWM) will relay any changes to our office. 

A partial lane closure is in effect on the northern side of Estes (westbound lane, between Ridge and Damen). With the lane closure in effect, local traffic will have limited access. Emergency vehicle access will be maintained for the duration of the closure.


"No Parking” signs will be posted on both sides of the street during construction hours (7:00 AM – 4:00 PM) where work is being performed. Parking will be allowed outside of work hours and on weekends. All signage will be placed 48 hours before work begins and will be limited to the block where work is actively taking place or being staged. Crews will work to preserve as much parking as possible. "No Parking" signs will only be posted where crews are actively working and the parking restrictions will move along as the crew makes progress in the project. 

Residents in the affected address range (2040 - 1790 W. Estes Ave) should enter their contact information in the survey here. We receive weekly updates about this project and would like to relay information that may directly affect residents on this block.

Loyola Avenue Construction Updates

Work is ongoing on Loyola Avenue as part of construction for the new Nursing and Science Center at 1123 W. Loyola.  To keep the project on schedule, crews will be working both Saturdays and Sundays for the rest of the month. 

Crews are wrapping up the concrete pumping portion of the project this week and will reopen Loyola Avenue east of Sheridan to traffic after the permit expires on August 16th.

Loyola Divvy Station Temporarily Relocated

A Divvy station on Loyola Avenue, adjacent to the Loyola CTA station, has been temporarily relocated to the Northeast corner of Sheridan and Arthur, under the viaduct. The relocation is part of Loyola's telecom work along Loyola Avenue south of the L tracks. Crews will be opening the curblanes along Loyola from Sheridan northwest to approximately 1225 W. Loyola to install fiber communication cabling. All impacted curblanes will be repaved, and the Divvy station will be returned to its original location upon completion of the work.

Asphalt restoration and paving work on Loyola in the impacted work area (phase 1D in the diagram above) is scheduled to occur within the first two weeks of September. All work in phase 1D of the telecom installation is scheduled for completion by September 25th.

Jarvis Square Artisan Market August 22nd

The Jarvis Square Artisan Market returns to the Jarvis Square Alfresco this weekend.

Stroll through a thoughtfully curated mix of local artisans, makers, and small businesses showcasing everything from handcrafted goods and original art to one-of-a-kind gifts and delicious gourmet treats.

Come for the shopping, stay for the community. The market will take place on Jarvis between Greenview and the Red Line station this Saturday, August 22nd, from 10 a.m. until 2 p.m.

Annual Newgard Yard Sale August 22nd

It's time for the annual Newgard Ave Yard Sales event! Residents will be holding yard sales in the 6400-6700 block of Newgard from 9 a.m. to 4 p.m. on Saturday, August 22nd. The rain date is Sunday, August 23rd.

Sentieri Meets Sentieri at L'Angolo Italiano August 25th

Sentieri Italiani is hosting a conversation and connection event on August 25, 2026, from 5:30 p.m. to 8:00 p.m. at L'Angolo Italiano, 1538 W. Jarvis. The $40 ticket gets you authentic Italian cuisine to enjoy alongside an evening of conversation and connection.

Hayt Back-to-School Field Day August 22nd

Join Protect RP, Rogers Park & West Ridge School Patrols, and Mobile Front Porch for a fun afternoon before school starts back up! Field day games, a craft table, last-minute school supplies, and a chance to meet neighbors from Rogers Park and West Ridge. This event also marks School Patrol coming back for the fall—come celebrate and meet the folks helping keep our kids safe on their way to school!

Latin Social Dances Until August 25th

Synapse Arts Collective and Blue Jay Cafe are teaming up to offer Latin social dances this summer! Every Tuesday, from now until August 25, attendees can expect dance lessons and a chance to connect. This program will take place from 6:00 p.m. to 7:00 p.m. at Blue Jay Cafe (1230 W Greenleaf). You can register to attend here.

CCPSA Meeting August 27th

The Community Commission for Public Safety and Accountability (CCPSA) will hold its next public meeting on Thursday, August 27th, at 6:30 p.m. at Morgan Park Academy, 2153 W. 111th Street. Online participation is also available via Zoom by registering at this link.

The Community Commission for Public Safety and Accountability is an independent, seven-member civilian body that oversees the Chicago Police Department (CPD), the Civilian Office of Police Accountability (COPA), and the Police Board. Farewell to Summer Reading Party August 30th

Stop by the Farewell to Summer Reading Party at the Rogers Park Library on Sunday, August 30th from 2-4 pm.

Celebrate completing the adult summer reading challenge with friends new and old. Wear your hat and party like it’s the 1990s Scholastic Book Fair! There will be free pizza, generously donated by J.B. Alberto’s, along with friendship bracelets and button-making. All food and crafts are first come, first served!

Next Weird Book Club Meeting: September 16th

Do you like science fiction, fantasy, horror, or other just plain strange books? Meet fellow weird readers to discuss strange and speculative fiction at Weird Book Club, a 21+ book discussion group that meets at Rogers Park Social on the 3rd Wednesday of the month. 

This month, the Weird Book Club is reading Blob by Maggie Su. Encountering a gelatinous pile of goo outside a bar one night, protagonist Vi decides to take it home and...mold it into her perfect partner! What could go wrong?

Glenwood Sunday Market Open

The Glenwood Sunday Market is back every Sunday, 9:00 a.m. to 2:00 p.m., until October 25 (except for August 16). We love this fantastic annual tradition and are excited to celebrate its 17th year in the Rogers Park community!

Rogers Park Arts

The 400 Is Back!

After closing in 2023, a Rogers Park community staple, The 400 Theater, has finally reopened! The new owner and operator, Jordan Stancil, reopened the theater on July 31st. Joel operates three small theaters in Michigan and plans to bring that experience and love for a small community movie theater to Rogers Park's The 400 Theater, breathing new life into it.  Make sure to check out The 400's website and catch a show!

6311 Arts Presents: Portrait Mode and  Trying to Keep it Together

6311 Arts Gallery has a new show! “Portait Mode” features artists Mr. Brooks,  Alejandra Guerrero, Hector Hernandez, Eddwin Meyers, Harry Sudman, and Adrian Zavala. “Trying to Keep it all Together” features Bryan Eaton. The shows will run from August 29th through October 17th. These showings will be accompanied by Sculpture by Kara James and Video by DePaul Experimental Film.

The Factory Theater Presents: Muffed

Catch the Factory Theatre’s production of "MUFFED; A Recounting of Farmington, Maine’s 43rd Annual Chester Greenwood Day Devised by the Members of the Meaningful Action Theatre Company and Produced by David New."  Don’t let the long title fool you — this IS a full production of a show about a group of actors presenting a reading of their documentary theatre piece about Chester Greenwood Day, the day dedicated to Chester Greenwood, Maine state hero and earmuff inventor.

The show runs August 18th through September 20th at The Factory Theater, 1623 W. Howard. Tickets are available at the Box Office or on The Factory Theater's website.

Bethel House Back-to-School Event August 29th

Join Bethel House International for its Back-to-School Community Outreach Event on Saturday, August 29th, from 12:00 PM–3:00 PM, at the church at 7006 N. Clark.

Bethel House has partnered with AT&T, healthcare professionals, and a banking professional to provide additional resources and education to children and families attending the event.

VFW Scholarship Opportunities

The Veterans of Foreign Wars is offering two scholarships for students entering sixth through twelfth grade!

The Patriot’s Pen scholarship is a $5,000 award for middle schoolers and requires a 300-400 word essay on the subject “What a Veteran Taught Me About America”. The Voice of Democracy Scholarship is a $35,000 award for high schoolers requiring a 3-5 minute voice essay on the same topic.

Second Installment Property Tax Bills Now Available

Cook County Treasurer Maria Pappas announced that property owners can now go to cookcountytreasurer.com to view, download and pay their Second Installment bill for the 2025 Tax Year.

The Treasurer’s Office plans to mail 1.8 million bills to Cook County property owners on or before Sept. 1. Those 2025 second installment bills will be due a month later on Oct. 1.

Property owners who wish to view, download, print out and electronically pay their bills should visit cookcountytreasurer.com.  Once there, select the blue box labeled “Pay Online for Free” and enter the address or Property Index Number (PIN).

Taxpayers also can pay at nearly 400 Chase Bank locations in Illinois, including those outside Cook County, or at more than 100 participating community banks. But if you choose to pay in person at a bank, you must bring your physical bill or a copy. Taxpayers can also pay at the Treasurer’s Office at 118 N. Clark St., Room 112, in downtown Chicago.

Lastly, payments can be mailed to the Cook County Treasurer’s Office, with the taxpayer’s PIN, contact and property information included.  The canceled check serves as the receipt

Residents Impacted By Storm May Be Eligible to Receive a One-Time $150 Gift Card for Groceries

The Department of Family and Support Services (DFSS) announced that households that experienced an extended power outage of two (2) consecutive days or more due to severe storms this summer may be eligible for one-time food assistance to help cover the cost of lost perishable foods. Using Community Services Block Grant (CSBG) funding, storm-impacted eligible households may receive a one-time $150 Visa grocery gift card.
 
Eligibility Requirements
  1. City of Chicago residency
  2. Household income at or below 200% of the Federal Poverty Level (FPL) Guidelines, required by CSBG and determined by the Department of Health and Human Services.
  3. Documentation from ComEd verifying a power outage of two (2) consecutive days or more. See attached FAQ for details on confirming a power outage.
Eligible residents can visit one of the six DFSS Community Service Centers (CSCs) to apply. For locations and contact information, residents should visit chi.gov/CSC or call us at 312-743-0300.
 
Because funds are limited, eligible residents should contact their nearest CSC in advance to confirm availability and to schedule an appointment. 

 

U.S. Small Business Administration Offering Low-Interest Loans to Residents & Businesses Impaced by July 27th Storms

The U.S. Small Business Administration (SBA) will establish Disaster Loan Outreach Centers (DLOC) for residents and businesses impacted by the July 27, 2026, severe storms to apply for low-interest loans. The City of Chicago DLOC location will be open Thursday, August 20 through Thursday, September 3.

Customer service representatives will be on hand at each DLOC to answer questions about SBA’s disaster loan program, explain the application process and help individuals complete their application. Walk-ins are accepted, but you can schedule an in-person appointment in advance at appointment.sba.gov.

To apply online, visit sba.gov/disaster. Applicants may also call SBA’s Customer Service Center at (800) 659-2955 or email [email protected] for more information on SBA disaster assistance. For people who are deaf, hard of hearing, or have a speech disability, please dial 7-1-1 to access telecommunications relay services.

The Illinois Emergency Management Agency and Office of Homeland Security (IEMA-OHS), Cook County Department of Emergency Management and Regional Security (EMRS), and the Chicago Office of Emergency Management and Communications (OEMC) are working with the SBA to provide assistance to residents impacted by the July storm with disaster loan assistance. The loans will provide qualifying homeowners, renters, businesses and certain nonprofit organizations with assistance for damages not covered by insurance.

Homeowners and renters can apply for up to $500,000 in low-interest loans to repair or replace damaged or destroyed real estate. Homeowners or renters can apply for up to $100,000 to repair or replace damaged or destroyed personal property such as appliances and furniture. Businesses and some not-for-profits can borrow up to $2 million for physical damages.

The SBA’s Economic Injury Disaster Loan (EIDL) program is available to small businesses, small agricultural cooperatives and private nonprofit organizations that have suffered financial losses as a direct result of the disaster. However, the SBA cannot offer disaster loans to agricultural producers, farmers or ranchers, except for those operating small aquaculture enterprises.

The filing deadline to return applications for physical property damage is October 19, 2026. The deadline to return economic injury applications is May 18, 2027.

Note: All impacted residents, regardless of where they live, can go to any DLOC site, even if it is not their county or municipality. Each location will have a Spanish translator available.

Federal Changes to Medicaid Begin January 2027

Cook County Health estimates that nearly three out of every ten patients could be uninsured due to federal government cuts to healthcare that will go into effect in January 2027. This is more than double the number of patients from just a few years ago. Cuts to our healthcare system affect everyone. A strong healthcare system keeps our communities healthy and helps stop the spread of communicable diseases. 

To respond to healthcare cuts, Cook County is partnering with healthcare providers and helping patients navigate changes in coverage. The State of Illinois also recently joined a 26-state coalition suit to challenge the changes to Medicaid work requirements.

Divvy Memberships Start at $5/Year

Park District Participatory Budgeting Voting Open Now

Your voice. Your vote. Your parks. The Chicago Park District's Citywide Participatory Budgeting (PB) initiative gives community members the opportunity to help decide how funding will be invested in parks across the city. Community members can rank the project categories they believe should be prioritized, with the top-voted category receiving funding for improvements throughout Chicago's Central, North, and South Regions. Voting is open to all community members ages 13 and up, and every vote helps ensure future park investments reflect the needs and priorities of Chicagoans.  Police Superintendent Search

The Community Commission for Public Safety and Accountability (CCPSA) announced five community listening sessions across Chicago as part of its nationwide search for the next Superintendent of the Chicago Police Department. Feedback gathered during these sessions will help inform the Commission’s search and evaluation of candidates before it submits three finalists to the Mayor for consideration later this fall, as required by ordinance.

Residents who are unable to attend a listening session are encouraged to submit feedback through the Commission’s online community feedback form at ccpsa.chicago.gov.
