Summary

In Alderman Ronnie L. Mosley’s 21st Ward weekly bulletin, City Council approved TIF assistance for Foundry Park and passed measures including parking-meter ownership transfer, ethics/data-center water reporting, and streamlining business licensing; the alderman also reports zoning changes along the 111th Street corridor allowing mixed-use and residential development. The newsletter notes deferred renter-protection ordinances (PRO and FAIR) and mentions introduced proposals such as a senior property tax holiday, cooling/heat mitigation expansion, and a possible Elizabeth Street southbound-only restriction between 103rd–105th Streets. It also highlights fall/winter community updates (including a housing-focused town hall and upcoming final town hall on Oct. 24) and several ward development, street repaving, and infrastructure items like Metra bridge work expected in October and multiple housing projects with upcoming groundbreaking/soft openings.

Thriving 21 Weekly Bulletin

October 2, 2026

Happy Fall 21st Ward!

As we move into fall and winter, let’s make an extra effort to look out for one another. Colder weather can be especially difficult for our most vulnerable neighbors. Please check in on friends, family and those around you as the temperatures drop and the holiday season approaches. Our office will continue doing the same.

Thank you to everyone who joined us for our town hall this past Saturday! We had a great turnout and an informative discussion about housing development and resources in the ward.

A special thank-you to our presenters: Almena Knighten of Coldwell Banker; Constance Colin of Unity Parenting and Counseling; Perry Vieti and Harriette Mimms of Interfaith Housing Development Corporation; and Carlos Nelson and the Greater Auburn Gresham Development Corporation team.

We also appreciate Angel of God Resource Center, the U.S. Small Business Administration, Split Sec AI and Habitat for Humanity for sharing their services and updates with our residents.

We look forward to seeing you at our final town hall of the year on October 24t!

Since we're talking about community, I want to share a few updates from City Council and what they mean for the 21st Ward.

Passed: Council approved TIF assistance for Foundry Park, vendor disclosures related to immigration enforcement investments, ethics measures, and reporting on data center water usage. We also approved efforts to streamline business licensing, a 3% veteran-owned business participation goal for certain city projects, $20 million in legal settlements, and the parking-meter ownership transfer.

Introduced: New proposals would support voter engagement in high schools, establish a senior property tax holiday, and expand cooling resources and heat mitigation efforts. These measures remain under consideration.

Deferred: The PRO and FAIR renter protection ordinances were deferred.

We also recognized Latine Heritage Month, and Rapid Response Teams.

City Council members also honored Mary Richardson-Lowry on her retirement, recognizing her historic service as Chicago’s first Black woman to serve as Corporation Counsel and her contributions to the city.

Here in the 21st Ward, Council approved zoning changes along the 111th Street corridor and nearby residential blocks to allow mixed-use and residential development. We also celebrated Jennifer Parks’ 15 years with Habitat for Humanity Chicago.

Introduced measures include honorary street designations for George E. Johnson and Rev. Ronald Webb, along with a proposal to make Elizabeth Street southbound only between 103rd and 105th Streets.

I will continue keeping you informed as these proposals move forward. Please reach out to our office with any questions or concerns.

I look forward to seeing everyone this Sunday at our Bears tailgate at Oakdale Park for a day of football, house music, food and fun!

Setup begins at 8 a.m., so arrive early to get your tents and grills ready. Kickoff is at noon—let’s cheer the Bears on to victory, then keep the celebration going with great house music!

It is an honor to serve as your Alderman. Please continue to reach out to our office with your questions and concerns. We are here to listen, help and support you.

We are Better Together.

— Alderman Ronnie L. Mosley
