Montgomery Ward Park Resurfacing Complete

As reported in a previous Reilly Report, several residents, local parents, and the River North Residents Association (RNRA) reported concerns to Alderman Reilly about the hazardous condition of the playground surface at Montgomery Ward Park, which had become unsafe for children and park visitors.


In response to these concerns, the Alderman authorized a portion of his Menu Funds to cover the cost to completely resurface Ward Park’s soft surface area. This improvement enhances safety for children and helps eliminate potential trip-and-fall hazards for all visitors.


Alderman Reilly is pleased to report that the Chicago Park District has now completed the resurfacing project at Montgomery Ward Park. Before-and-after photos are below showing the upgraded playing surfaces in the park.

This Week at City Council

Tipped Wage Ordinance

This week, a majority of Aldermen voted to freeze the annual minimum wage increases for tipped workers. Prior to this vote, the minimum wage for tipped workers was set to increase from 76% to 84% of the regular minimum wage on July 1, 2026. With this ordinance, the tipped minimum wage will be frozen at $12.62/hour for most restaurants. Alderman Reilly voted to freeze the tipped minimum wage after hearing concerns from local business owners about the rising cost of wages downtown. The matter passed by a near-unanimous vote in City Council.


Jesse Jackson Fair Access to Democracy Ordinance

Alderman Reilly and 41 of his colleagues voted to pass the Jesse Jackson Fair Access to Democracy Ordinance (O2026-0024036). The measure enacts additional protections for city poll workers and government employees and establishes a permanent advisory council to recommend practices that promote safe, fair, and accessible elections for all Chicagoans.


Tribute to Sam Sianis

Alderman Reilly introduced a resolution (R2026-0025547) honoring Sam Sianis, the late owner of iconic Chicago restaurant Billy Goat Tavern. Over his long career, Sam turned Billy Goat Tavern into a staple across Chicago, including three locations in the 42nd Ward. The Alderman sends his condolences to Sam’s family and thanks them for allowing Sam to bring his beloved burgers and unforgettable spirit to us all.


Public Referendum to Establish Independent Legal Counsel

Alderman Reilly introduced a measure (R2026-0025457) to create a public referendum for voters in the 2027 primary election to establish an independent legal counsel for Chicago's City Council. Currently, Aldermen can receive legal counsel from the Chicago Department of Law, part of the Executive branch, or the Legislative Reference Bureau, which is often understaffed and underfunded. Alderman Reilly’s ordinance, if passed, would allow Chicagoans to decide if Chicago should establish and fully fund an independent legal counsel for City Council that is separate from the City’s Department of Law.


New Inspector General Confirmed

The City Council unanimously confirmed Chicago’s new Inspector General, David Glockner, who will be responsible for upholding accountability in Chicago’s government. Glockner was previously a compliance officer for several private businesses, and prior to that worked in the United States Attorney’s office in Chicago. 

Chicago Memorial Day Parade This Saturday

The City of Chicago will commemorate Memorial Day on Saturday, May 23, with a wreath laying ceremony at 11am at Daley Plaza (50 West Washington Street), followed by the annual Memorial Day Parade at noon along Dearborn Street.


The parade will step off at noon, proceeding south along Dearborn Street, from Lake Street to Van Buren Street. It will feature veterans’ groups, active-duty service members, JROTC cadets, community organizations and marching bands, all honoring fallen service members and celebrating the strength and diversity of the Chicago community. The Wreath Laying ceremony will be livestreamed at Chicago.gov/live.


Alderman Reilly’s office, in addition to all City of Chicago government offices and Chicago Public Library locations, will be closed on Monday, May 25 in accordance with the City of Chicago mandatory holiday schedule. Sueños Music Festival This Weekend

This weekend, Sueños Music Festival will return to Grant Park. The two-day festival will take place from 11am - 10pm on Saturday, May 23 and Sunday, May 24. A full list of street and sidewalk closures is below.

  • Balbo Drive, from Michigan to Columbus: May 21 at 7pm - May 25 at 11:59pm

  • Congress Plaza Drive, from Michigan to Columbus: May 21 at 7pm - May 25 at 11:59pm


Please note that Columbus Drive, from Roosevelt to Jackson, is subject to rolling closures at CPD’s discretion.

The tennis and pickle ball courts are now closed and will re-open on Tuesday, May 26. When the courts re-open, they will not be accessible from the north via Balbo Street, so residents must access the courts via the 11th Street Pedestrian Bridge and Columbus Drive. The Grant Bark Park closed today, May 22 and will re-open Monday, May 25. During this time, there is a temporary dog park available for use southeast of the Skate Park. Alderman Reilly Attends Daley Plaza Farmers Market Opening Ceremony

This week, Alderman Reilly attended the season-opening ceremony for the Daley Plaza Farmers Market. At the ceremony, the Alderman spoke about the importance of the market, which began its 48th year at Daley Plaza. Alderman Reilly also praised all the small business owners who bring their products to downtown Chicago each year. The market will be open every Thursday from 7am - 2pm until October 22.

Peanut Park Dog Friendly Area Survey

Several residents, along with the Grant Park Advisory Council, have proposed installing a Dog Friendly Area (DFA) within Peanut Park, which is a section of Maggie Daley Park. Alderman Reilly is seeking direct feedback from ward constituents to help inform his position on this proposal.


A DFA, as defined by the Chicago Park District, is a designated, enclosed space where dogs are permitted to be off-leash under their owners’ supervision. These areas are designed to provide a safe, maintained environment for dogs to exercise and socialize while ensuring compatibility with surrounding park uses.


DFAs already exist nearby, including one at Lake Shore East Park and another at the southern end of Grant Park. Community input is an important part of determining whether a similar space would be appropriate for Peanut Park. Please note that this proposal has not been approved, and a funding source has not been identified.

All-Star Fest in Maggie Daley Park and Grant Park

Wednesday, May 27

On Wednesday, May 27, the Chicago Park District will host the first-ever All-Star Fest to celebrate the yearslong partnership between the Park District and Special Children's Charities (SCC). The All-Star Fest will take place from 10am - 1pm at Maggie Daley Park and Butler Field. The activities will include a day of family-friendly activities, such as a petting zoo, rock-climbing, BINGO, inflatables, and more. The City is anticipating an attendance of over 4,000 participants. As a result of this event, the south side of Randolph Street near Columbus Drive will be closed to stage buses. This closure will be in place on 5/27 from 7:30am - 2:30pm. Additionally, Monroe Street, near Butler Field, will be closed to vehicular traffic from 9:30am - 1:30pm.

42nd Ward Traffic Closures & Construction Projects

Lane Closures:

Upper and Lower Randolph St

Last week, CDOT closed specific traffic lanes on Upper and Lower Randolph St to repair large potholes. These closures will be in effect until May 29. The following lanes have been closed:


  • Left lane on westbound Upper Randolph
  • Right lane shifted to parking/bike lane from 340 - 400 E Randolph St
  • The single lane will be shared between bicycles and vehicles
  • Right lane on westbound Lower Randolph between 340 - 400 E Randolph St
  • There will be no impacts to the bike lane.


Navy Pier Fireworks Begin Saturday, May 23

Residents should be advised that the weekly fireworks at Navy Pier are beginning this Saturday, May 23. The fireworks show occurs every Saturday and Wednesday until Saturday, September 5. The Saturday show begins at 10pm each week, and the Wednesday show begins at 9pm. Each show lasts about 10 minutes.


Public Assembly:

44 E Wacker - Vietnam Veterans Memorial

On Monday, May 25, a group will gather near the Vietnam Veterans Memorial on Wacker Dr. No street closures are expected in response to this assembly. The City estimates an attendance of 125 people.


Helicopter Lift:

1 N Wacker

On Sunday, May 31, a crane lift will take place at 1 N Wacker Dr. The lift will occur between 9-11am on 5/31. During the lift, the following closures will be in place:


  • Wacker Dr, from Washington St to Monroe St
  • Madison St, from Franklin St to the Madison St Bridge


Additionally, pedestrian access will be limited in the area bounded by Wacker Dr, Washington St, Franklin St, and Monroe St for the safety of all personnel and pedestrians



State Street Closed for State / Lake CTA Station Reconstruction

As part of the ongoing State / Lake CTA Station Reconstruction project, a full closure has been implemented on State Street, from Wacker Drive to Randolph Street. State Street is scheduled to remain closed until June 19, 2026. Lake Street, between State Street and Wabash Avenue, will remain closed indefinitely. Please click here for the detour map. During this closure, emergency sewer repair work will also be completed on State Street.


Until the closure is lifted, northbound vehicles will be rerouted to Randolph Street, Dearborn Street, and Kinzie Street to re-access State Street. Southbound vehicles will be rerouted to Kinzie Street, Clark Street, and Washington Street to re-access State Street. Local business and driveway access on State Street will be maintained during the closures. All sidewalks and crosswalks are open for pedestrians. The underground CTA Red Line train station at Lake will remain open. As a result of the closure on State Street, the following CTA bus stops will be eliminated at State & Lake until Friday, June 19:


#2 - Hyde Park Express, #6 – Jackson Park Express, #10 – Museum Science & Industry, #29 – State, #36 – Broadway, #62 – Archer, #146 – Inner Lake Shore/Michigan Express, #148 – Clarendon/Michigan Express.


Utility Work:

Superior & Wells

Starting Tuesday, May 26, utility work will be performed at the intersection of Superior & Wells. The work will last until Friday, May 29. During the work, the traffic lanes will be blocked, but the parking lanes on the north side Superior St and the east side of Wells St will be utilized for motor vehicles to maintain traffic flow.


Grand Avenue - Bally's Casino

To prepare for the new permanent Bally's Casino, utility work will be completed on Grand Ave in River North. As a result of this construction, Grand Ave, between Union Ave and Kingsbury St, will be reduced to one lane in each direction. These closures will be in place until the first week of July.


Canal St Reconstruction

The closures remain on the east half of Canal St, between Adams and Madison, and parking on Canal, between Adams and Madison, will be prohibited. Two lanes on the west side of Canal St will be maintained for northbound traffic. These closures will last until late 2026. Pedestrian traffic will be maintained on the west side of Canal St, and access to driveways and commercial loading zones will be maintained.


Bridge Construction Updates

Work continues on the Lake Street Bascule Bridge. The sidewalk on the southwest corner of the bridge will remain closed until summer 2026. The Lake Street Bascule Bridge is expected to re-open by spring 2028. The detour map can be found here. Alderman Reilly has expressed frustration with the lack of planning and coordination from CDOT, but he is hopeful that new CDOT Commissioner William Cheaks will improve traffic conditions downtown. The State Street Bridge is now open. The approximate completion date for the Chicago Avenue Bridge is January 2027, and the Lake Street Bridge will be completed by spring 2028.
