Summary

Alderman Nicole T. Dear neighbors,



We saw the tragic loss of Truck #47 CFD firefighter and EMT Michael Altman while on active duty on Monday morning. My sincere condolences and prayers go out to his family and the entire Chicago Fire Department family. Firefighter Altman leaves behind a wife and child with another one on the way. If you’d like to help his family, consider making a contribution here. Thanks to Midwest Lighting in the ward, residents can honor Firefighter Altman this week by picking up a red lightbulb from our office and replacing your porch light with it. 


This week was busier than usual with election day on Tuesday and a full week of events, including the 11th Ward Boys Basketball Tournament and a bunch of celebrations around the ward. 


Congratulations to the winning Varsity 8th Grade team from BCA and the JV 6th Grade team from St. Jerome. Big thanks to all of the kids who participated and their coaches! Special thanks to Diane Geers for her help in coordinating the tournament again this year.


I am wishing everyone a blessed St. Joseph’s Day Table. I joined a few celebrations this week starting with the Women’s Alliance of the Old Neighborhood Italian American Club and this weekend with the St. Joseph Club, who’s been around for 103 years, and finally earlier today at St. Jerome Parish for their event. Helping to serve food to parishioners is always a yearly highlight. 


Congratulations to Karina, who represented the McCartin (aka Valentine) Boys & Girls Club this week at the 2026 Youth of the Year Awards, for her hard work, confidence, and dedication! Competing in this city-wide competition is nearly a year long process, we’re so proud of Karina!


It was so much fun to see everyone at the Let’s Boogie 50th Anniversary on Saturday. Happy anniversary to Let’s Boogie and congratulations to the Keller family on this wonderful milestone in our community.


I was also really glad to have attended the Chinese American Service League’s Annual Lunar New Year Gala this week. The organization gave a lifetime achievement award to retired ABC 7 News Anchor Linda Yu. Throughout her time at ABC 7 and still today, Linda has been a great supporter and partner to CASL. I’m grateful to have grown up watching her on the news. Seeing someone who looked like me on TV was a big deal, not just in Chinatown but for Asian Americans across the city. She did more than report the news though, she helped to tell important stories about our community.  


Have you heard the story of how the river started getting filled with green dye? It was started by a local plumber, Stephen M. Bailey, who lived in Bridgeport, and was a member of Local 130. I think everything good comes back here!


Have you seen the new White Sox food menu for 2026? That’s a real winner. The depth of symbolism and thought put into all of the menu items is really amazing. I’m sorry (not sorry) to say, but it’s an embarrassment to every other MLB team by comparison. We know we’ll be having a good time in the stands this season!


Speaking of the Sox, beginning Monday, March 23rd at 10am, decals and passes will be available for pickup for all those who did not receive them in the mail at home. Remember, anyone with vehicles registered in the City of Chicago within the Sox Residential Parking zone should have been mailed a packet with a decal for each vehicle and supply of season and single game guest passes. If you’re coming in to pick up a decal for more than one vehicle, we ask that you provide vehicle registrations for each car. Abuse of Sox Residential Zone parking decals and passes hurt the neighborhood and means fewer parking spaces for residents during events at the ball park.  


If you missed it last week, we shared new updates on street closures and traffic patterns for residential blocks closest to the ball park. See the section below for more detailed information. Please know that my office and I worked closely with the White Sox and city agencies on the plan which we hope will help keep guests visiting the ball park off of residential streets. 


This Week in City Council 

The late Rev. Jesse Jackson’s family visited City Council, and alders were able to share ways in which he had impacted their careers, personal lives, and motivations for giving back to Chicago. 


The City’s tipped minimum wage was under reconsideration, with some alders thinking we should partially pause part of a minimum wage hike for those workers who receive additional wages through tips. According to statistics we were provided, the majority of workers are making good wages when you include tipping. This raised minimum wage can also be hurtful for mom and pop businesses, restaurants and bars and their workers who we’ve been struggling across the city including right here in the 11th Ward. We need to find other ways to support our small businesses to stop them from closing and being lost forever. For me, this pause of the tip credit was a measure to help stabilize our restaurants while we work on further ways to help them as the landscape post-COVID has changed for them. While the measure passed, it does not have a veto-proof majority. 


We Ald voted to include a 1.5% tax to hotel rooms downtown in order to finance a Tourism Improvement District (TID), which will support marketing for the city.

Public Safety 

The 9th District is lucky to have Older Adult Officer McAndrew, who is dedicated to building strong, trusting relationships with our older adult community. Through conversation, connection, and care, he works to make sure they feel heard, supported, and safe. Older Adult Meetings, such as a recent St. Patrick’s themed luncheon hosted by Officer McAndrew, are a great space to: 


  • Share concerns and ask questions
  • Learn about safety tips and resources
  • Stay connected with neighbors and officers
  • Build community in a welcoming, relaxed setting

Last week, a string of commercial burglaries affected Chinatown during the night. With incidents like this, security and prevention are the best defense. Follow standard protective measures and contact Area 1 detectives if you have information: 312-747-8380. 


Around the Ward 

With Spring Break beginning this week, please be aware that there may be more children around and be extra careful when commuting. 


Armour Square Park is providing a drop-in Spring Break Special Recreation program for 8-15 year olds with a primary intellectual and/or developmental disability. All days are from 9AM-3PM. Ongoing Construction & Street Closures

Wentworth AR Construction Project:


A Street Resurfacing & ADA compliant corners project between Cermak and 24th Pl on Wentworth began in October and will be completed in the spring.

  • Street resurfacing operations will commence once ambient temperatures reach 45 degrees, and it's weather permitting.

Ongoing Project - Lead Services Line Replacement (LSLR):

A Lead Services Line Replacement on the North, South and East side of the Donovan Park, the LSLR work along W 37th of Donovan Park has completed. The work along W 36th St has been postponed until further notice. 

The East side portion of Donovan Park along S Lituanica Ave has been postponed after mid-term election.

  • 926 W 36th St - Postponed until further notice
  • 919 W 37th St - Completed
  • 3620 S Lituanica Ave - Postponed after mid-term election.


Parking may be restricted during the daytime between 7:00 AM - 3:30 PM for the below addresses:

  • 3600 - 3631 S Lituanica Ave.
  • 900 - 937 W 36th Street
  • 900 - 939 W 37th Street

Restoration will start upon all the LSLR projects completion.



Ongoing Project - Water Main, Sewer Main & Lead Service Line Replacement Project:


Schedule: 3/16/2026 - 3/20/2026 (Weather Permitting)

Work this week Complete final connection at Lowe/Pershing. Complete hydrant installation and sewer form between Parnell and Canal.

One lane open in each direction (east and west) during construction hours from 7:00 AM to 4:00 PM. Northernmost westbound lane between Lowe and Wallace is permanently closed due to pipe and hydrant installation. Impact on traffic is low from 7am to 9am but we will keep monitoring.



  • North side of Pershing from Lowe to Canal - WM installation ongoing (Lowe to Parnell complete, including LSLR. Parnell to Canal completed (pipe only)) LSLR completed from Lowe to Parnell.


  • North side of Pershing from Stewart to Wentworth - Conflict with ComEd resolved by changing WM alignment. Expected to start late March 2026.


  • South side of Pershing from Emerald to Union - Fully completed.


  • South side of Pershing from Union to Lowe - WM installation complete. Testing and disinfection completed. Final connection delayed due to utility conflict. Concrete road base partially complete. Expected completion now week of 3/16/26, waiting on phase 1 LSLR completion.


  • West side of Lowe from Pershing South - WM installation and testing and disinfection completed. Awaiting water service transfer to large food depot. Scheduling ongoing. Expected completion now 3/16/26.


  • North side of Pershing (Halsted to Emerald) - Abandonment at Emerald completed. Abandonment at Halsted completed. Abandonment at NEX of Union expected will be delayed due to shutdown for other projects in the area (expected to be available for shutdown by 3/20/26). Concrete road base partially complete.


  • Water Shutdowns - Shut downs related to water service and LSLR scheduled this week for 538 / 615 W Pershing, 3855 / 3937 S Lowe.


  • Pipe Installation - Completed between Parnell and Canal on Pershing


  • Final Connections and Concrete Cap - Completed on the south side of Pershing between Halsted and Lowe.



Ongoing Project - Lead Services Line Replacement (LSLR):

  • 3000 - 3100 S Union Ave.
  • Restoration will start upon all the LSLR projects completion.



Sewer Project

A Sewer Project is estimated to begin in September 2025 between 3500-3900 S Parnell, with work expected to take approximately one year to complete.

  • Jan 20 to end of April – Water service replacements along Parnell Ave.
  • Feb to June: Replace sewer main along Parnell Ave.
  • October to December: Construction @ 35th intersection.
  • Spring 2027: Street restoration/landscaping.

Access for residents will be maintained throughout the project. Parking may be restricted during the daytime between 7:00 AM - 3:30 PM.



  • 35th St & Parnell - a full closure of the intersection and detour of eastbound and westbound 35th St. traffic.
  • Once the work at 35th and Parnell is completed, the contractor will mobilize to 39th and Parnell and begin installing sewer south to north until they connect to this structure they're installing at 35th Street.


Sewer Main & Lead Service Line Replacement


 The scope of work for this project in its entirety is as follows:

  • S Canal St from W 31st St to W 33rd St
  • W 33rd St from S Canal St to S Normal Ave
  • S Normal Ave from W 33rd St to 50’ South of W 33rd St
  • W 33rd St from S Emerald Ave to S Wallace St



Completed 3/16/26 – 3/20/26

  • DWM continued installation of mainline sewer on W 33rd St between S Union Ave and S Lowe Ave. 
  • Pan-Oceanic completed the watermain relocation in the intersection of W 33rd St and S Lowe Ave.


Schedule: 3/23/26 – 3/27/26

  • DWM to continue installing mainline sewer on W 33rd St between S Lowe Ave and S Wallace St.
  • DWM to install new sewer manhole structure in the intersection of W 33rd St and S Lowe Ave.


Road Closures / Traffic Control:

  • During working hours, no residential parking will be allowed on W 33rd St between S Emerald Ave and S Wallace St (No Parking Signs have been posted).
  • For the public’s safety, the intersection of S Lowe Ave and W 33rd St will remain closed until sewer installation is complete in the intersection. No through traffic will be allowed – Residents will continue have ingress and egress to their homes between W 32nd St and W 34th St.


Schedule: 10/1/2025 - 3/30/2026

Full Closure of 33rd Street at Emerald Ave. for sewer repair.

No parking or traveling during working hours (7 am - 4 pm). Upon completion of the sewer main installation, LSLR replacement will follow.

Peoples Gas South Station Remediation

Most Recent Updates - 3/10/2026



  • Peoples Gas contractors continue environmental cleanup activities at 2730 S. Eleanor Street.
  • During the next several weeks, the primary activity at the site will be soil treatment (In Situ Solidification, or ISS) within existing excavations. While some trucks will visit the site each day to deliver materials, the number of trucks during ISS will be less than the number needed during excavation work.
  • A water hose with a protective cover will be in place across Eleanor Street during the work day when ISS is taking place to provide water to the site from a City of Chicago approved fire hydrant.
  • 24-hour air monitoring is taking place and will continue during all intrusive activity.

The street will remain open for emergency vehicles, CTA Buses, IDOT and cyclists. From the South, we recommend Pershing from Wallace to Halsted   Reminders:  If you live within the White Sox Park Residential Parking Zone and have a vehicle registered with the city of Chicago at that address, a packet with a decal and supply of season and single game guest passes was mailed to you in the last week. If you do not receive your packet in the mail, you may come to the 11th Ward Office beginning Monday, March 23rd to pick up decals and passes. Vehicles parked in White Sox Residential Zone Parking during events at the ball park must display a decal or valid guest pass. Decals are only valid on vehicles that also display a valid City of Chicago vehicle registration sticker. White Sox Park Residential Zone Parking is enforced two hours prior to the start of a game or event and one hour after. For areas where there is a city designated Residential Permit Parking and White Sox Residential Parking Zone - vehicles must display both permits or guest passes or be subject to citation. Pay close attention to signs on the street within one block of the perimeter of the  ball park for additional restrictions. All signs will be updated to No Parking 4 hours prior and 2 hours after events.

A second map shows this area with marked routes and restrictions.  Text explains:  To access Wallace, Parnell, and normal to/ between 37th and 38th streets, area residents are advised to come from the north and utilize 35th Street at Wallace or from south and utilize Pershing rd. Access to 37th St. and 38th St. will be for residents only at Normal Ave.

2026 Constituent Education Resource Card

The 11th Ward office is happy to announce has a free ‘Constituent Education Resource Card’ available to residents wishing to visit select museums and zoos in the Chicagoland area. Constituents can reserve our Constituent Education Resource Card on a first come first serve basis (more instructions below), to visit any of the following museums in 2026:

  • Chicago Botanic Garden
  • Chicago Children’s Museum

It is strongly recommended that families utilizing the card contact the museum they plan to visit to learn if pre-registration is required to visit.
