Happy October! Fall is my favorite season. I am looking forward to all of the Halloween festivities and decorations throughout the ward. As previously mentioned, I encourage you to consider organizing a block party with your neighbors for trick-or-treating and other family-friendly activities this year since Halloween falls on a Saturday.
Our annual Hermosa Halloween health and resource fair at Nixon Elementary School, at 2121 N Keeler, will be held on Friday, October 30, from 2 pm- 4:45 pm. As always, our office, in partnership with area elected officials and community organizations, will provide families with treats, activities, and free flu and COVID vaccines. You can sign up for a flu or COVID-19 vaccine appointment here.
This week, the City Council approved an adjusted parking meter sale between the new owners, Stonepeak Partners, and Chicago Parking Meters LLC. Because of the work of a group of alderpeople, they were able to secure better terms for Chicago, including a $75 million upfront payment for our pensions, a 5% share of annual net income projected at $367 million over 57 years, and 2% of the sale price if the meters are sold again in the future.
Stonepeak also agreed to sell Omni Air International, an airline owned by a Stonepeak-controlled company that provided deportation flights for the Department of Homeland Security.
While this deal moves us in a positive direction from the harmful legacy of the 2008 sale of our public meters, we must remain steadfast in our efforts to reclaim our meters in the long-term. As long as our meters remain privatized, it will continue to significantly restrict development, public transit expansion, and streetscape design.
On Tuesday, my office co-hosted a community job fair with Cook County Commissioner Jessica Vasquez and the Greater Northwest Chicago Development Corporation. We hosted almost 40 employers at Karlov Parker Events from the public and private sector, and it was great to see some of our residents connect with potential future employers.
Last night, I attended an award ceremony hosted by the American Society of Civil Engineers to honor the engineering firm that worked on the Milwaukee Avenue and Logan Square Redesign project. The Engineering Services Group Inc. received an award for Outstanding Civil Engineering Achievement. Congratulations to ESG for their recognition! We are grateful for all of their work in helping transform Logan Square for generations to come. |

| Earlier this morning, I gave remarks at the graduation ceremony for the Avondale Restorative Justice Court. This court works with young adults, ages 18-26, who have been charged with non-violent felony or misdemeanor crimes, to create healing spaces where victims and perpetrators can come together to end harmful cycles and reach agreements to repair harm and move forward. I am so happy that this groundbreaking court has its home here in Avondale, and that our community gets to benefit from these restorative practices. |

Logan Square Blue Line Station Canopy Reconstruction
The Chicago Department of Transportation in coordination with the Chicago Transit Authority will begin reconstruction of the Logan Square Blue Line Station Canopy in the coming months. Anticipated in the coming weeks (at earliest the week of 10/19), advance work in preparation for full construction will begin. This advance work will include:
Installation of temporary construction fencing in the vicinity of the Logan Blue Line station main canopy bounded by Milwaukee Ave., Kedzie Ave., and the plaza "La Placita". Establishment of the pedestrian routes for access to the Blue Line Station and surrounding CTA bus stops. Installation of vibration and settlement monitoring on adjacent building structures to the project site. Excavations within the construction fencing to confirm the location of existing underground utilities.
No impacts are anticipated to the Milwaukee Avenue and Kedzie Avenue roadways at this time.
Installation and Upcoming Implementation of New Residential Parking Zone Street: 3000 W Belden After successfully petitioning for the implementation of Residential Permit Parking (RPP) on the 3000 block of W Belden, residential zone 102 will be active beginning on Monday, November 9th. Residents on the 3000 Block of W Belden will soon be required to obtain the zone 102 on their city stickers. *Please note that the signage currently indicates RPP enforcement between 6pm-6am Monday-Friday, but will be amended to indicate (per the original request petitioned) daily between 6pm and 6am. This will be reflected on signage in the coming weeks.*
To renew or to add a residential zone to your city sticker, please visit the City Clerk website or visit their office in person. The nearest City Clerk location to our office is 5430 Gale Street, near the Jefferson Park Blue line stop. They are open Monday through Friday between 9am and 5pm. In the event you require any assistance directly from the City Clerk, you may also call their office at 312-742-5375. To confirm whether you live in a residential zone, you may check on the City Clerk's website here.
Please note that once you have registered with the City Clerk, you may visit our office to purchase Residential Permit Parking Guest passes. Fullerton Arterial Resurfacing Updates
This week’s rain brought some weather-related delays, meaning that next week, work will continue on the intersections of Ridgeway and Fullerton and Monticello and Fullerton.
Once concrete work is completed, the contractor will then proceed with laying the final layer of asphalt on Fullerton from Hamlin to Kimball Avenues. This will then be followed by road striping and sign installation. Completion of this project is anticipated in the coming weeks.
Community Survey Regarding Logan Square Redesign
Neighbors have created a survey to track progress towards the goals of the Logan Square Redesign Project and want to hear your feedback. You can learn more and fill out the survey here.
Upcoming Restoration Work in the Milwaukee Avenue Plaza
Over the next two weeks (weather permitting), the contractor for the Milwaukee Avenue Streetscape and Logan Square Redesign project will be restoring a portion of the decorative concrete in the Milwaukee Avenue Promenade. This will take place in two phases, one the week of October 5th and one the week of October 12th. This work is begin coordinated with the Logan Square Farmers Market to ensure continuity of the beloved market!
LIHEAP Utility Bill Assistance is Now Open!
Utility bill assistance is available for income eligible households. The priority period began October 1: Older adults age 60 and older Individuals with a disability Households with children age 5 and under Households that are disconnected or facing imminent disconnection
Open Enrollment begins November 1. All income eligible households can apply. Apply online here. Applications are first come, first served through August 13 or until funds are exhausted. |

| Upcoming Paseo Prairie Garden Work Days
The Friends of Paseo Prairie Garden will be hosting upcoming volunteer work days. Each work day will be held from 10am-11:30am at Paseo Prairie Community Garden, located at 2614 N Kedzie, and volunteers can assist with weeding, trash pickup, watering and planting.

Irving Park Department of Water Management Project 7578 Updates
This week, The Department of Water Management (DWM) continued the installation of the new sewer main on W. Waveland Ave between N. Drake Ave and N. Central Park Ave.
They also completed a new manhole installation in the intersection of W. Waveland Ave and N. Central Park Ave and completed the side connection to the existing sewer south of the intersection of W. Waveland Ave and N. Central Park Ave.
Sewer Schedule: October 5th, 2026 - October 9th, 2026
DWM is tentatively scheduled to complete the Water main cut and cap reconnection in the intersection of W. Waveland Ave and N. Central Park Ave – Crews will notify residents a day prior to the interruption in water service. DWM will also begin sewer installation North on N. Central Park Ave between W. Waveland Ave and W. Grace St. They are to complete the catch basin installation on N. St. Louis Ave between W. Grace St and W. Waveland Ave – Scheduled for 10/5/26 and 10/6/26 - Once this is completed, a partial restoration will follow on the affected streets that have been completed. Please note that no water main work is scheduled as DWM completed the watermain project and has demobilized.
We have received an influx of messages related to the conditions of various streets in the area - we have been informed that as DWM completes the next phase of the project, they will work to also partially restore the streets no longer actively in construction with a cement cap. This will occur in the next few weeks. As we await this partial restoration, we have also requested that contractors pass through to level the street to address any ongoing or pressing issues. |

| Upcoming Bike Network Improvements in the 35th Ward
The Chicago Department of Transportation has announced several exciting new bike infrastructure projects for 2026 which will increase connectivity on protected routes for cyclists on the northwest side.
Kedzie Avenue Protected Bike Lane Extension
CDOT will install protected bike lanes on Kedzie Avenue, between Diversey Ave and Emmett St, which will complete a key connection of the protected bike lane network, creating consistent protected or off-street lanes from Addison, south to Logan Square proper. Work is expected to begin in October, and be completed before the end of the construction season. The width of the street will also allow for parking to remain on both sides of the street with minimal parking impacts.
California Avenue Protected Bike Lane
CDOT will install protected bike lanes on California Avenue from Roscoe to Addison. This project also includes the reduction in the speed limit on the stretch to 20 mph, to reduce vehicular speeds, creating a safer environment for all roadway users.
Grace Street Greenway
Through their participatory budgeting process, the 33rd ward approved funding for a neighborhood green way on Grace Street, between Kedzie and California (Albany to California falling in the 35th Ward). This project includes improvements such as road striping to better organize roadway users, better corner clearance signage, 20mph speed limit signage, and several speed humps. This project comes after the recent resurfacing of Grace Street between California and Francisco, which was funded through the 35th Ward’s participatory budgeting process. |

| Update on Request to Lift Liquor Moratorium for New Taproom at 3658 W Wrightwood
The 35th Ward Office received a request to lift the moratorium on new consumption on-premises liquor licenses on West Wrightwood Avenue between Central Park Avenue and Lawndale Avenue from Brutalist Brewing, Chicago’s first co-operatively owned brewery, who is seeking to establish a new taproom at 3658 W Wrightwood Ave. In line with 35th Ward Office policy, the applicants attended the CAPS meeting for beat 2524 on Thursday, August 20, 2026, at 6:30 pm at Kosciuszko Park, 2732 N Avers, to introduce themselves and answer questions from neighbors.
In line with our process for evaluating requests to lift liquor moratoriums, the 35th Ward Office accepted feedback on this request for two weeks after the CAPS meeting. The majority of the feedback received was in support of the request to lift the moratorium and Ald. Quezada introduced an ordinance to lift the moratorium at this week’s City Council meeting. |

| Participatory Budgeting Committee
As a part of our ward’s participatory budgeting process, residents of the 35th Ward are invited to participate in the volunteer participatory budgeting committee. This committee reviews projects submitted during idea collection, help spread the word about PB voting, and investigate and evaluate projects in winning categories. CCPSA North Side/Youth Vacancy
Are you a young leader (18–24) from Chicago’s North Side who is passionate about public safety and police accountability?
A seat is opening on the Community Commission for Public Safety and Accountability (CCPSA), and the District Council Nominating Committee is now seeking applicants.

Zoning Map Amendment Approved for 2522-2524 W Diversey Ave
On Wednesday, September 23, 2026, the City Council approved a zoning map amendment to rezone the property at 2522-2524 W Diversey Ave from the RS-3 Residential Single-Unit (Detached House) District to a B2-3 Neighborhood Mixed-Use District to allow for the redevelopment of a vacant lot into eight new dwelling units. In line with our Community-Driven Zoning and Development process, this project was reviewed by our designated Neighbor-Led Organizations, who provided a favorable recommendation. |

On May 1, nearly 120,000 neighbors in Illinois lost their SNAP benefits due to new work requirements and other eligibility changes. This is the largest drop in SNAP participation in our state’s history, and we know local hunger is rising.
