Alderman Dowell Sponsored Resolution Calling for Hearings on Chicago's Pension System

As Chairman of the Committee on Finance, Alderman Dowell has sponsored a resolution calling for hearings on the current state of Chicago's pension system. Chicago is responsible for overseeing four major public pension funds - the Municipal Employees' Annuity and Benefit Fund, the Policemen's Annuity and Benefit Fund, the Firemen's Annuity and Benefit Fund, and the Laborers' Annuity and Benefit Fund - which provide benefits for tens of thousands of current and retired municipal employees.

Due to years of chronic underfunding, these four pension systems face serious outstanding liabilities that, unless addressed, may not only affect the systems' ability to serve its members, but continue to deepen Chicago's ongoing budget challenges. A hearing on the state of the system can provide a clearer picture of the financial obstacles facing the City, and offer an opportunity to investigate options to close the pension systems' budget gap.

Infrastructure Improvements

Indiana Resurfaced from 31st St. to 55th St.

In 2025, Chicago Department of Transportation resurfaced and reconfigured Indiana Ave. from 31st St. to 55th St. This was part of the Chicago Department of Transportation’s Arterial Street Resurfacing Project which improved not only the condition of the roadway, but pedestrian and vehicular safety on this major throughfare.

Construction included ADA sidewalk improvements, curb and gutter removal and replacement as needed for ADA and drainage compliance, a new bike lane, bike medians, new bus pads, pedestrian medians, milling the existing asphalt pavement, asphalt paving, landscaping and striping. Thank you to all the residents, especially those that live along Indiana Ave., for their patience as this project was completed. The new "road diet" extends bike connectivity further south in the 3rd Ward, and will help reduce excessive speeding along this fast-moving arterial street.

Zoning for Chicago Fire Stadium at "The 78" Won City Council Approval

During the September 25th City Council meeting, Alderman Dowell successfully passed a zoning change that will allow the Chicago Fire soccer team, together with Related Midwest, to develop a dynamic new privately financed $750 million soccer stadium, purpose built for the team, as part of a broader mixed-use development in "The 78". This commitment to Chicago not only stands out as an exciting project for the ward, but also serves as a model for future investments in our city.

This initiative has benefited immensely from some of the most engaged and productive community meetings hosted by the 3rd Ward and independent neighborhood organizations. Over nine community meetings were held from June through September, with Alderman Dowell's office responding to hundreds of questions and requests, each helping to shape and improve the project which will soon break ground.

There were several key adjustments prompted by community feedback:

  • Event Limit: In response to concerns about stadium events, the Chicago Fire have capped major events at 45 per year
  • Fireworks Restrictions: To minimize impact on homeowners, there will be no more than 5 fireworks displays annually
  • Community Engagement: The Chicago Fire have committed to hosting school programs at South Loop Elementary, National Teachers Academy, and Haines Elementary, and enhancing nearby Mary Richardson Park (1240 S. Plymouth Ct.)
  • Pedestrian Access: Additional pedestrian pathways on the southern section of "The 78" site are under study and development
  • Single Stadium Commitment: Language has been added to ensure that only one stadium will be constructed on the site

Thank you to all the nearby residents whose feedback has been vital to this project’s success. The community has been consistently engaged and passionate throughout this process. As future steps of the planned development move forward, Alderman Dowell will again ensure the community has the opportunity to provide feedback.

This is an exciting moment for Chicago, and especially for those in the 3rd Ward. The transformation of unused land into a vibrant development is a challenging yet invigorating opportunity. Please stay in contact with Alderman Dowell's office for the latest updates on the Chicago Fire Soccer Stadium and the entire development for "The 78", and check out the project's website at .

First Church of Deliverance Receives $500,000 Architectural Grant

The historic First Church of Deliverance (4315 s. Wabash Ave.) received a $500,000 matching grant from the National Fund for Sacred Places to restore the church's stained glass windows and exterior twin towers. The First Church of Deliverance was constructed in 1939 in the streamline Art Moderne style by Walter T. Bailey, the first licensed Black architect in Illinois. The new funding will build upon the restoration effort that began in 2019 when Alderman Dowell helped the church secure a $228,000 grant from the City's Adopt-a-Landmark fund to help restore the facade and oak front doors.

Legislation

2026 City of Chicago Budget

On December 20th, Alderman Dowell proudly stood with her fellow aldermen to pass a City Council-led FY26 City of Chicago Budget by a vote of 30-18. This budget is the result of countless hours of negotiations, planning, and consultation among City Council members representing every corner of the City of Chicago, with different backgrounds and community concerns, in conjunction with nationally recognized municipal finance experts, former City Hall finance professionals, and local nonprofit organizations.

This is how government should work.

The compromise budget ordinance makes key changes that better represent the needs of the City and puts us on a more fiscally sustainable path moving forward. These changes include:

• No garbage fee increase

• No “Head Tax”

• No grocery tax

• Increased Personal Property Lease Transaction Tax

• Updated business permit and license fees

• No cuts to the Chicago Public Libraries

• Full pension payment contribution

• Expanded rideshare congestion zone to cover additional high traffic neighborhoods

• $0.05 increase in the shopping bag tax

• A focus on collecting debt that is already owed to the city

• Millions of dollars in additional government efficiencies

• Increased funding for gender-based violence resources

• Advertising on City property

• Less borrowing to protect our financial future

ADU Ordinance Passed City Council with Alderman Dowell's Support

After months of negotiations to ensure the best, most responsible and most comprehensive ordinance possible, the City of Chicago passed an ordinance to once again allow the construction of Accessory Dwelling Units (ADUs) across the City. This means that residents can construct a "granny flat" in their basement, or a coach house in the rear of their property, actions that were once prohibited in Chicago. This will bring much needed gentle density and affordable housing to neighborhoods where affordable housing is too expensive to construct, or where density has been lost due to the conversion of multi-unit buildings into single family homes.

To protect the character of the various communities that make up Chicago, the ordinance limits the construction of ADUs in areas zoned for single-family homes. Alderman can "opt-in" to allowing ADUs in these zoning district in their wards, but residents would not be able to construct them by-right. In all other zoning districts, ADUs would be allowed by-right. In addition, the ordinance contains strong union protections to ensure that the jobs created by the construction of ADUs are both done to the highest standards, and stay in the community. Questions about ADUs? Please contact Alderman Dowell's office at 773-373-9273 or [email protected].

Alderman Dowell Cosponsored Ordinance to Create Online MBE/DBE/City Hiring Database

In order to better track developer compliance with the City's Minority Business Enterprise (MBE), Disadvantaged Business Enterprise (DBE), and City resident hiring requirements, Alderman Dowell has cosponsored an ordinance that will require the creation of an online MBE/DBE/City hiring database for each project administered, enforced, or monitored by the Chicago Department of Planning and Development (DPD). These projects would be required to submit an affidavit demonstrating compliance with the City's MBE/DBE and City residential hiring requirements, which will then be reviewed by the department. If projects do not comply with the requirements of the ordinance, the Department of Buildings will withhold the issuance of a Certificate of Occupancy for the project. The creation of an online database will improve public transparency of projects under DPD's jurisdiction, and help ensure that our minority and disadvantaged business rules, and City hiring guidelines, are being followed.

Alderman Dowell Introduced Resolution Honoring The Progressive National Baptist Convention

At the July 16th City Council meeting, Alderman Dowell introduced an honorary resolution celebrating the mission and legacy of the 64th Annual Progressive National Baptist Convention (PNBC), held in Chicago July 20-23, at Liberty Baptist Church in the 3rd Ward. The PNBC started as a movement which reflected the religious, social, and political climate of its time. Its mission was to transform the traditional African American Baptist Convention as well as society. The formation of the convention was wrapped up in the Civil Rights movement and was started by some of the same people who were deeply involved in the freedom movement for African Americans in the United States.

Alderman Dowell also attended their community picnic on July 20th, meeting and welcoming over 350 PNBC leaders to the Bronzeville community. The PNBC leaders in attendance are the next generation of faith-based advocates, carrying on the mission of full voter registration, education and participation, affirmative action against all forms of racism and bigotry, Black economic empowerment and development, equal educational opportunity, and freedom of religion in matters of faith. Thank you to the entire PNBC community for choosing the 3rd Ward as the host of your esteemed convention!

Along with a number of her City Council colleagues, Alderman Dowell cosponsored a resolution calling on the State of Illinois to pass a transit omnibus package that addresses the fiscal cliff faced by the CTA, Metra and Pace, while ensuring the continuation of reliable, safe transit service. According to the Regional Transportation Authority's own numbers, approximately one million residents and visitors use public transportation daily, and ensuring there is fair and equitable funding to meet our transit needs must be a priority. During project preparations, further environmental investigation was required, which extended the schedule beyond this year’s construction window. As a result, both projects have been rescheduled for the 2026 construction season. Further information regarding the start of construction will be provided once available.

Tips to Prevent Pipes from Freezing

During cold weather months, the Chicago Department of Water Management (DWM) encourages residents to make sure pipes in homes are properly insulated and not exposed to freezing air. Specifically, homeowners should maintain proper heat in their homes; insulate pipes including outside pipes; run a trickle of cold water; and remove all garden hoses and insulate the hose bibbs. If pipes do freeze, thaw them with a hair drier or heating pad, do not use candles or open flame.

City of Chicago Christmas Tree Recycling

Chicago's 2026 Tree Recycling Program runs from January 3rd through the 17th at 27 parks across the City. Only live/natural trees without flocking are accepted (no garland or wreaths). Because the trees are mulched, all tinsel, ornaments, lights, and stands must be removed. Plastic bags used for transport should also be removed before putting trees in the stalls.

The mulch that's created from the Christmas Tree Recycling program is used in local parks to protect and nourish plants and soil. Mulch will also be made available to Chicago residents, free of charge, starting January 5th, at six park locations.
