Summary

Alderman Samantha Nugent (39th Ward) focused on City Council budget negotiations for FY2027 amid an $882.4 million budget gap, urging efficiencies and opposing a property tax increase or other new revenue measures not approved by Springfield. She also cited Council approval of transferring Chicago’s parking meter system to Stonepeak Partners, including improved terms with a $75 million payment and related contract changes, and she shared neighborhood updates including the North Park Village reopening celebration and Queen of All Saints Homecoming. Other major announcements included upcoming Police District community conversations on the 2027 public safety strategic plan, a Youth Vacancy for the Community Commission for Public Safety and Accountability application deadline (Oct. 18), and citywide events such as the OEMC Whole Community Training Summit on Oct. 27 and an October “Clean-Off” litter competition.

October 2, 2026

Dear Neighbors,

As we head into October, there is a lot happening at City Hall that will have a real impact on our neighborhoods and Chicago’s financial future.

This week, I joined a group of my City Council colleagues in sending a letter to Mayor Johnson outlining our priorities as the City begins work on the FY2027 budget. Chicago is facing an $882.4 million budget gap, and I believe our first obligation is to the people who pay the bills. Before asking residents and businesses to pay more, City Hall needs to demonstrate that we are addressing the underlying cost of government, identifying meaningful efficiencies and doing a better job collecting the money already owed to the City.

I want to be a constructive partner in passing a responsible budget that protects essential services, but I have also been clear about what I cannot support: another property tax increase, a head tax that penalizes job growth or relying on revenue from Springfield that has not been approved. We need to understand the true size of our structural deficit, find recurring savings and then have an honest conversation about what additional revenue, if any, is actually necessary.

City Council also recently approved the transfer of Chicago’s parking meter system to Stonepeak Partners. I supported the revised agreement after Council members pushed for significantly better terms for Chicago, including a $75 million payment to the City, a share of future net income and changes intended to reduce some of the costs the City incurs under the original 2008 agreement. Importantly, Stonepeak also followed through on its commitment to divest Omni Air International, an airline that has provided deportation flights for the federal government. The sale was announced before the Council's final vote.

Closer to home, fall is officially here. As the days get shorter and temperatures start to drop, please take some time to enjoy everything our neighborhoods have to offer this season. As always, be mindful of changing parking restrictions, street cleaning schedules and upcoming community events, and please don't hesitate to reach out to my office if there is anything we can help with.

I hope you and your family have a safe and enjoyable start to October.

As always, my office is here to help. We are located at 4200 W. Lawrence Ave. and are open Mondays from 9:00 am to 7:00 pm, Tuesdays, Wednesdays, and Thursdays from 9:00 am to 5:00 pm, and Fridays from 9:00 am to 3:00 pm. Please contact us at 773.736.5594 or [email protected] if you need any city services or have any questions.

Best,

Alderman Samantha Nugent

CLEAN OFF COMPETITION
This October, Chicago is going up against Philly AND Los Angeles in a cross-country Clean-Off competition, to see which city can pick up the most litter! Led by Cleanup Club Chicago (tag us here) on the Chicago side and supported by many other local cleanup orgs, the winning city will have bragging rights, and the top litter pickers will be eligible for cool prizes.

Anyone can participate by cleaning up litter within Chicago city limits, whether it’s with an organized group cleanup or on your own. Chicago beat Philly last year, and we need your help to do that again in 2026! To join this competition, you will need to submit your litter picking hauls through an online form so the organizers can tally up the results.
