Dear neighbors,


Join Commissioner John P. Daley and I for the 11th Ward Spring Shredding & Prescription Drug Take Back event this upcoming Sunday, April 12 from 9AM to 12PM at 3400 S. Shields (Armour Square). Loose paperwork as well as medication in pill form will be accepted. Please enter the event at 33rd St. and Wells! 


I am thinking this weekend of our troops that are on deployment, and others that may be awaiting orders to deploy. We had National Vietnam Veterans Day last weekend, and there’s so much to be grateful for when it comes to our troops in every era of history. It's a heavy burden to be thinking of our sons and daughters putting their lives on the line right now. Our thoughts are with them, and we pray for their safe return, on this Easter, and Passover festival day. I’m hoping for a swift resolution to this war. It’s much better to be a nation of peace, although those times are far and few in between. What’s heavy as well is the case before the Supreme Court this week which puts the right to birthright citizenship on the docket. I know many in our community are concerned about the outcome of this case. 


Some of our neighbors had an extra special Holy Week and Lenten Period. A group from St. Jerome’s Catholic Church went on a group trip to the Vatican and Rome! Little Sisters of the Poor visited Bridgeport Catholic Academy as well. 


Opening day was postponed due to severe weather. Sorry to all those businesses that had plans for opening day festivities on Thursday. Hopefully the win by the Sox made it a little better. Our office has heard from residents about their concerns with new traffic patterns for Sox traffic and the impact on residential areas near the ballpark. We would like to hear from you about how things went, and we’ll be checking in throughout the season as we provide feedback from the community to OEMC and other City departments along with the White Sox. Please note that traffic plans are always subject to change as determined by OEMC and or Chicago Police Department. You may have noticed white “No Parking” signs posted along Halsted – these were ordered by CPD for the home opener (and is typical for high attendance games like the Crosstown Classic). Please pay attention to all posted signs at all times. If you live within the White Sox Residential Parking zone and did not receive your decal and guest passes in the mail, or if you are an 11th Ward Resident who would like a decal, please come to see us at the 11th Ward Office during normal business hours (M: 10am-7pm, T-F: 8:30am-5pm).   


Coming up later this month, delayed improvements to the Halsted-Orange Line Park & Ride will be completed. From Friday April 24 to Sunday April 26, the parking lot will be closed, and there will be construction vehicles in the area that may affect traffic on Archer Avenue, as well as additional noise from vehicles and concrete cutting and asphalt milling. If there is inclement weather, the construction dates will be moved to May 1 through May 3. 


This Thursday from 6:30-7:30PM, there will be a public meeting at the Eleanor Boathouse at Park 571, located at 2754 S. Eleanor St., regarding a planned grant funded improvement to one of the river parks up the street, which includes creating a structure for shade and a community meeting place. The Chicago Park District and the environmental organization P.E.R.R.O. will be holding the meeting to walk through their plans for the structure and meeting place. and listen to feedback. 


Public Safety 

A recent trend in vehicle break-ins hit the 11th Ward on Friday morning. The string of break-ins to vehicles across the neighborhood targeted the airbags in Hondas. Thefts occurred between Wentworth and Halsted from 26th to 35th St, and 9th District Police spent the next day canvassing the area for more information. If your car was broken into and you haven’t done so yet, please file a police report by calling 311 or going to the 9th District station on Halsted. If you have video footage that would be helpful to police, please send it to me at [email protected]. Police are collecting video footage as part of their investigation and appreciate any assistance from the public. 


We also saw a string of robberies during March connected to children selling Pokémon cards on social platforms like Facebook Marketplace. While these robberies were not committed on residents of the ward, some of the cards were purchased at a ward business—Running to the Rip—and I know trading cards are a popular pastime. Please eliminate the possibility for all dangerous interactions by making all sales in a public place like the police district offices or a bank lobby, which are available for these purposes. 


Upcoming in City Council

The next City Council meeting will be 10AM on April 15. 


The Committee on Immigrant and Refugee Rights will hold a virtual briefing on April 14 at 1PM for recent immigration updates. Register for the Zoom link.


Around the Ward 

April 10 at the Xilin St. Anthony Community Center located at 2825 S. Wallace St. We will have a half day event for seniors called Financial Wellness for Seniors: Protect, Claim, & Play!

10AM-11AM: ID theft/Fraud Prevention Workshop led by Lakeside Bank and the Chicago Police Department

Learn how to identify scams, ways to prevent becoming a victim, and what to do if it happens. Representatives from the Illinois State Treasurer’s Office will be on hand to discover if you have any unclaimed dollars through the I-Cash program. Stay after the workshop and enjoy a fun game of BINGO and lunch! 


Zoning

A community zoning meeting for 437-439 W 28th Pl. was held on March 19th and we missed posting in the March 22nd newsletter. We posted to Facebook last week and sharing this week. Please review the recording here. The Zoning change requested was to accommodate construction of 8 townhouses on the existing M1-2 manufacturing zoned property. Due to the late post, we will accept feedback until Weds. April 8th. 


As a reminderour next Veterans Office Hours are Friday, April 10 from 12PM-4PM. 


Our annual Clean and Green is April 18 as part of the Earth Day celebrations. Sign up to volunteer with the 11th Ward. All volunteers will be invited to join in a picnic at McGuane Park after the clean up is completed. 


Street sweeping begins this week. Please be aware of signs when you are parking your car. Fines are in place if they are not moved.

Ongoing Construction & Street Closures

Wentworth AR Construction Project:


A Street Resurfacing & ADA compliant corners project between Cermak and 24th Pl on Wentworth began in October and will be completed in the spring.

  • Street resurfacing operations will commence once ambient temperatures reach 45 degrees, and it's weather permitting.

Ongoing Project - Lead Services Line Replacement (LSLR):

A Lead Services Line Replacement on the North, South and East side of the Donovan Park, the LSLR work along W 37th of Donovan Park has completed. The work along W 36th St has been postponed until further notice. 

The East side portion of Donovan Park along S Lituanica Ave has been postponed after mid-term election.

  • 926 W 36th St - Postponed until further notice
  • 919 W 37th St - Completed
  • 3620 S Lituanica Ave - Completed


Parking may be restricted during the daytime between 7:00 AM - 3:30 PM for the below addresses:

  • 3600 - 3631 S Lituanica Ave.
  • 900 - 937 W 36th Street
  • 900 - 939 W 37th Street

Restoration will start upon all the LSLR projects completion.



Ongoing Project - Water Main, Sewer Main & Lead Service Line Replacement Project:


Schedule: 3/30/2026 - 4/3/2026 (Weather Permitting)

Complete water service transfer to 3959 S Lowe (food factory). Complete disinfection of final phase at Lowe . Complete source connection at Parnell. Hazardous material excavation by Wells. The hazardous materials found at the intersection of Wells / Pershing will be removed, and work at this intersection will on hold the rest of the week due to rain but this is the first activity that has started east of the viaduct in Ward 3. We are hoping to continue next week.

Underground work by the Cul de sac at Lowe (north) is mostly completed with disinfection completed. Restoration has this area as a priority to restore soon and replace the stamped sidewalk this week.

One lane open in each direction (east and west) during construction hours from 7:00 AM to 4:00 PM. Northernmost westbound lane between Lowe and Wallace is permanently closed due to pipe and hydrant installation. Impact on traffic is low from 7am to 9am but we will keep monitoring.



  • North side of Pershing from Lowe to Canal - WM installation ongoing (Lowe to Parnell complete, including LSLR. Parnell to Canal completed (pipe only)) LSLR completed from Lowe to Parnell.


  • North side of Pershing from Stewart to Wentworth - Conflict with ComEd resolved by changing WM alignment. Expected to start late March 2026.


  • South side of Pershing from Emerald to Union - Fully completed.


  • South side of Pershing from Union to Lowe - WM installation complete. Testing and disinfection completed.  Final connection delayed due to utility conflict. Concrete road base partially complete. Expected completion now week of 3/30/26.


  • West side of Lowe from Pershing South - WM installation and testing and disinfection completed. Awaiting water service transfer to large food depot. Scheduling ongoing. Expected completion now 3/30/26.


  • North side of Pershing (Halsted to Emerald) - Abandonment at Emerald completed. Abandonment at Halsted completed. Abandonment at NEX of Union expected will be delayed due to shutdown for other projects in the area (expected to be available for shutdown by 4/7/26). Concrete road base partially complete


  • Water Shutdowns - Shutdown expected for 3959 S Lowe to complete service transfer. Planned water main shutdown from Parnell to Canal mid-week. Written notifications delivered today. Coordinated a 1PM shutdown with the lab at 415 W Pershing to avoid major disruption to their operations


  • Pipe Installation - Completed between Emerald and Union (south side) Completed between Union and Lowe (south side); Completed in Lowe south of Pershing; Complete between Lowe and Parnell; Completed between Parnell and Canal


  • Final Connections and Concrete Cap - Completed on the south side of Pershing between Halsted and Lowe. Ongoing between Lowe and Parnell (90% complete)



Ongoing Project - Lead Services Line Replacement (LSLR):

  • 3000 - 3100 S Union Ave.
  • Restoration will start upon all the LSLR projects completion.



Sewer Project

A Sewer Project is estimated to begin in September 2025 between 3500-3900 S Parnell, with work expected to take approximately one year to complete.

  • Jan 20 to end of April – Water service replacements along Parnell Ave.
  • Feb to June: Replace sewer main along Parnell Ave.
  • October to December: Construction @ 35th intersection.
  • Spring 2027: Street restoration/landscaping.

Access for residents will be maintained throughout the project. Parking may be restricted during the daytime between 7:00 AM - 3:30 PM.



  • 35th St & Parnell - a full closure of the intersection and detour of eastbound and westbound 35th St. traffic.
  • Once the work at 35th and Parnell is completed, the contractor will mobilize to 39th and Parnell and begin installing sewer south to north until they connect to this structure they're installing at 35th Street.


Sewer Main & Lead Service Line Replacement


 The scope of work for this project in its entirety is as follows:

  • S Canal St from W 31st St to W 33rd St
  • W 33rd St from S Canal St to S Normal Ave
  • S Normal Ave from W 33rd St to 50’ South of W 33rd St
  • W 33rd St from S Emerald Ave to S Wallace St



Completed 3/30/26 – 4/3/26:

  • DWM continued installation of mainline sewer on W 33rd St between S Union Ave and S Wallace Ave. 
  • DWM installed a new manhole structure in the intersection of W 33rd St and S Lowe Ave.
  • DWM completed the sewer connections on the North and South sides of the intersection of W 33rd St and S Lowe Ave for the new manhole structure.


Schedule: 4/6/26 – 4/8/26: 

  • DWM to continue installing mainline sewer on W 33rd St between S Lowe Ave and S Wallace St.


Road Closures / Traffic Control:

  • During working hours, no residential parking will be allowed on W 33rd St between S Emerald Ave and S Wallace St (No Parking Signs have been posted).
  • For the public’s safety, the intersection of S Lowe Ave and W 33rd St will remain closed until sewer installation is complete in the intersection. No through traffic will be allowed – Residents will continue have ingress and egress to their homes between W 32nd St and W 34th St.


Schedule: 10/1/2025 - 4/30/2026

Full Closure of 33rd Street at Emerald Ave. for sewer repair.

No parking or traveling during working hours (7 am - 4 pm). Upon completion of the sewer main installation, LSLR replacement will follow.

Peoples Gas South Station Remediation

Most Recent Updates - 3/10/2026



  • Peoples Gas contractors continue environmental cleanup activities at 2730 S. Eleanor Street.
  • During the next several weeks, the primary activity at the site will be soil treatment (In Situ Solidification, or ISS) within existing excavations. While some trucks will visit the site each day to deliver materials, the number of trucks during ISS will be less than the number needed during excavation work.
  • A water hose with a protective cover will be in place across Eleanor Street during the work day when ISS is taking place to provide water to the site from a City of Chicago approved fire hydrant.
  • 24-hour air monitoring is taking place and will continue during all intrusive activity.

The street will remain open for emergency vehicles, CTA Buses, IDOT and cyclists.  Small map showing 35th Street closure area near the ballpark. “Parking Lots”: Event guests will be directed to access Lots A, B, C and G from Wentworth & 33rd Street. Lots F and L will be accessible from Pershing Road. Accessing residential streets: We recommend using 31st Street to access all North South Streets between Wentworth and Wallace. From the South, we recommend Pershing from Wallace to Halsted   Reminders:  If you live within the White Sox Park Residential Parking Zone and have a vehicle registered with the city of Chicago at that address, a packet with a decal and supply of season and single game guest passes was mailed to you in the last week. If you do not receive your packet in the mail, you may come to the 11th Ward Office beginning Monday, March 23rd to pick up decals and passes. Vehicles parked in White Sox Residential Zone Parking during events at the ball park must display a decal or valid guest pass. Decals are only valid on vehicles that also display a valid City of Chicago vehicle registration sticker. White Sox Park Residential Zone Parking is enforced two hours prior to the start of a game or event and one hour after. For areas where there is a city designated Residential Permit Parking and White Sox Residential Parking Zone - vehicles must display both permits or guest passes or be subject to citation. Pay close attention to signs on the street within one block of the perimeter of the  ball park for additional restrictions. All signs will be updated to No Parking 4 hours prior and 2 hours after events.

2026 Constituent Education Resource Card

The 11th Ward office is happy to announce has a free ‘Constituent Education Resource Card’ available to residents wishing to visit select museums and zoos in the Chicagoland area. Constituents can reserve our Constituent Education Resource Card on a first come first serve basis (more instructions below), to visit any of the following museums in 2026:

It is strongly recommended that families utilizing the card contact the museum they plan to visit to learn if pre-registration is required to visit.
