Summary

In September, 25th Ward Ald. Byron Sigcho-Lopez highlights a city vote to amend the municipal code to improve transparency on water and energy use, plus a special hearing on the state of Chicago’s urban flooding. The TIF budget amendment for the Pilsen Industrial Corridor moves to the Finance Committee on Sept. 21, with additional planning work underway on a Pilsen Industrial Corridor land use plan and ongoing TIF-related study items such as potential Western and Halsted Bridge projects and possible improvements along Ashland and Western. As we welcome September, our office is looking forward to another month of community engagement, neighborhood events, and opportunities to connect with residents across the 25th Ward. September is a special month in our community as we come together to celebrate Mexican Independence Day and the start of Hispanic Heritage Month to celebrate the rich culture and traditions of our neighborhood.

City Hall is buzzing this month! As we return from the August legislative break, Committee meetings began on the first of the month. At the Committee on Environmental Protection and Energy today, we voted to amend the city code; helping increase transparency on water and energy use by companies like data centers. A vibrant subject matter hearing on the state of the urban floods in Chicago was also presented - to watch the meeting click here.

We look forward to joining our neighbors, community partners, and local organizations at the following events throughout Pilsen and Little Village:

  • Tuesday, September 1, 15, & 29 | 3pm–6pm – Board of Review Appeal Workshop (2100 W. Cermak Rd) – Join us during Ward Night to learn more about the Board of Review appeal process and receive assistance preparing your appeal.
  • Saturday, September 5 | 12pm – Pilsen Mexican Independence Day Parade – Celebrate Mexican Independence Day with neighbors, community organizations, and local businesses throughout Pilsen. The parade will begin at 18th Street & Newberry and will end at Harrison Park. 
  • Monday, September 7 – Labor Day – In observance of Labor Day, the 25th Ward Office will be closed.
  • Wednesday, September 9 | 10am–4pm – Mobile Office Hours at Rudy Lozano Library (1805 S. Loomis Street) – Stop by to speak with our team, ask questions, and receive assistance with City services and constituent concerns.
  • Saturday, September 12 | 1pm-9pm – Fiestas Patrias Pilsen at Harrison Park – Join Casas Aguascalientes for a community celebration honoring Mexican Independence Day.
  • Sunday, September 13 | 2:30pm–5pm – Free Concert at Benito Juarez – Join the Lincolnwood Chamber Orchestra and the 25th Ward Office for a free concert in celebration of Hispanic Heritage Month.
  • Sunday, September 13 | 12pm – Little Village Mexican Independence Day Parade – Join neighbors throughout Little Village in celebrating Mexican Independence Day. Starts at the Little Village Arch (26th Street and Albany Avenue) and heads west down 26th Street to Kostner Avenue. 
  • Tuesday, September 15 | 4pm–9pm – El Grito at St. Paul Church (2127 W 22nd Pl) – Celebrate Mexican Independence Day with an evening of music, culture, and community.
  • Saturday, September 19 | 10am–1pm – Café con Concejal at Fantasia Cafe (1504 W. 18th Street) – Join Ald. Sigcho-Lopez for coffee and conversation and an opportunity to share your questions, concerns, and ideas.
  • Saturday, September 19 | 8am – St. Pius 5K (1919 S. Ashland Ave) - The 5k will begin in front of St. Pius V School go to Dvorak Park, then turnaround and end at St. Pius V School. 
  • Tuesday, September 22 | 6pm–7:30pm – 25th Ward Community Meeting at Walsh Elementary – Join us for updates from our office, community announcements, and discussion of neighborhood issues.
  • Thursday, September 24 | 10am-1pm – Pet Vaccine Clinic at Harrison Park – Available to the first 100 dogs only. Only TWO (2) dogs per household are allowed at each clinic. Rabies vaccines, DA2PP Vaccines and microchips will be available for dogs. Please visit the Cook County website for other free or low cost vaccine clinics that may be able to accommodate cats.
  • Saturday, September 26 | 8am – Child Link 5K - The route will begin at Dvorak Park and end at Dvorak Park. 
TIF & Pilsen Industrial Corridor Updates
The TIF budget amendment has completed the Community Development Commission process and will next go before the Finance Committee on September 21 at 10:00 AM, before moving to City Council for final consideration. At our most recent TIF Review Committee meeting, the Department of Housing highlighted several homeownership resources available to eligible residents, including TaxSmart, HomeGrown Down Payment Assistance, and the Emergency Heating Program. Casa Nayarit at 18th Street and Peoria Avenue remains in the design and financial review process.

The Department of Planning and Development is also developing a separate Pilsen Industrial Corridor Land Use Plan, with ongoing community engagement focused on future land uses, mobility, development trends, and opportunities for green and advanced manufacturing.

The Western and Halsted Bridges remain key potential TIF projects, while improvements at Dvorak Park and along Ashland and Western Avenues are also being explored. The next TIF Review Committee meeting will take place in October, with continued updates on the TIF budget amendment and the Pilsen Industrial Corridor Land Use Plan.

Al comenzar septiembre, nuestra oficina espera con entusiasmo otro mes de participación comunitaria, eventos vecinales y oportunidades para conectarnos con residentes de todo el Distrito 25. Septiembre es un mes muy especial para nuestra comunidad, ya que nos reunimos para celebrar el Día de la Independencia de México y el inicio del Mes de la Herencia Hispana, reconociendo la rica cultura y las tradiciones de nuestro vecindario.

¡El Ayuntamiento está muy activo este mes! Tras regresar del receso legislativo de agosto, las reuniones de los comités comenzaron el primer día del mes. Hoy, en el Comité de Protección Ambiental y Energía, votamos a favor de enmendar el código municipal para ayudar a aumentar la transparencia sobre el uso de agua y energía por parte de empresas como los centros de datos.   • Miércoles, 9 de septiembre | 10am–4pm – Horario de atención de la oficina móvil en la Biblioteca Rudy Lozano (1805 S. Loomis Street) – Pase a hablar con nuestro equipo, hacer preguntas y recibir asistencia con servicios de la Ciudad y asuntos de los constituyentes.
  • Sábado, 12 de septiembre | 1pm–9pm – Fiestas Patrias Pilsen en Harrison Park – Acompañe a Casas Aguascalientes para una celebración comunitaria en honor al Día de la Independencia de México.

Comienza en el Arco de La Villita (26th Street y Albany Avenue) y continúa hacia el oeste por 26th Street hasta Kostner Avenue. 
  • Martes, 15 de septiembre | 4pm–9pm – El Grito en la Iglesia St. Paul (2127 W 22nd Pl) – Celebre el Día de la Independencia de México con una noche de música, cultura y comunidad.
  • Sábado, 19 de septiembre | 10am–1pm – Café con Concejal en Fantasia Cafe (1504 W. 18th Street) – Acompañe al Concejal Sigcho-Lopez para disfrutar de un café y conversar, y compartir sus preguntas, inquietudes e ideas.
  • Sábado, 19 de septiembre | 8am – St. Pius 5K (1919 S. Ashland Ave) - La carrera de 5K comenzará frente a la Escuela St. Pius V, continuará hasta Dvorak Park, regresará y terminará en la Escuela St. Pius V. 
  • Martes, 22 de septiembre | 6pm–7:30pm – Reunión Comunitaria del Distrito 25 en Walsh Elementary – Acompáñenos para recibir actualizaciones de nuestra oficina, anuncios comunitarios y participar en una conversación sobre asuntos importantes del vecindario.
  • Jueves, 24 de septiembre | 10am–1pm – Clínica de Vacunación para Mascotas en Harrison Park – Disponible únicamente para los primeros 100 perros. Solo se permiten DOS (2) perros por hogar en cada clínica. Habrá vacunas contra la rabia, vacunas DA2PP y microchips disponibles para perros. Visite el sitio web del Condado de Cook para conocer otras clínicas de vacunación gratuitas o de bajo costo que puedan atender a gatos.
  • Sábado, 26 de septiembre | 8am – Child Link 5K - La ruta comenzará y terminará en Dvorak Park. 
Actualizaciones sobre TIF y el Corredor Industrial de Pilsen
La enmienda al presupuesto del TIF ha completado el proceso de la Comisión de Desarrollo Comunitario y próximamente será presentada ante el Comité de Finanzas el 21 de septiembre a las 10:00 AM, antes de pasar al Concejo Municipal para su consideración final. Durante nuestra reunión más reciente del Comité de Revisión del TIF, el Departamento de Vivienda destacó varios recursos de propiedad de vivienda disponibles para residentes elegibles, incluyendo TaxSmart, HomeGrown Down Payment Assistance y el Emergency Heating Program. Casa Nayarit, ubicada en 18th Street y Peoria Avenue, continúa en el proceso de revisión de diseño y financiamiento.

El Departamento de Planificación y Desarrollo también está desarrollando por separado el Plan de Uso de Suelo del Corredor Industrial de Pilsen, con participación comunitaria continua enfocada en los futuros usos del suelo, la movilidad, las tendencias de desarrollo y las oportunidades para la manufactura ecológica y avanzada.

Los puentes de Western y Halsted continúan siendo posibles proyectos clave de TIF, mientras que también se están explorando mejoras en Dvorak Park y a lo largo de Ashland y Western Avenues. La próxima reunión del Comité de Revisión del TIF se llevará a cabo en octubre, y continuaremos proporcionando actualizaciones sobre la enmienda al presupuesto del TIF y el Plan de Uso de Suelo del Corredor Industrial de Pilsen.
