Dear Neighbor,
I hope everyone’s first week back to school went well! It’s hard to believe we’re already easing into fall, but we’re soaking up every last bit of summer while we still can.
We kicked off the week with Neighbor Night at Wrigley Field for a night of fun and community. It was such a great opportunity to enjoy Wrigley in a different way, especially spending an evening alongside neighbors and a chance to get out onto the field! Thank you to the Cubs team for this classic Chicago summer night and reminding me why this time of year is so elite!
 

And we kept the week going with our monthly outreach picnic for our houseless neighbors. This month looked a little different, but the mission stayed the same! We returned to our Marine and Wilson location, bringing food, supplies, resources, and direct connections to our neighbors.
This month, we also welcomed new partners from Blue Cross Blue Shield, who joined us to share additional health and housing resources with the community. These picnics are all about meeting our neighbors where they are and making it a little easier to connect with support services available to them. A big thank you to all of our returning and new partners who continue to show up month after month!
 
This week, I had the chance to pop into a civics class at Uplift Community High School and talked with students about civic engagement, local government, and what it really means to be involved in your community.
One thing I always want our young people to know is that you don’t have to wait until you’re 18 to make your voice heard. Whether it’s speaking up about an issue you care about, organizing, volunteering, showing up to community meetings, or simply learning how your local government works, there are so many ways to be engaged right now.
Thank you to Uplift and Ms.Dziubek, for having me and, most importantly, to the students for participating. I’m always happy to spend time with our young people and hear what’s on their minds!
 
And just like that, another summer at the Argyle Night Market is in the books! We closed out the final Night Market of the season with JVN Night, a beautiful evening filled with performances, music, food, and community as we celebrated the life and memory of John Vietnam Nguyen and the legacy he left in Uptown.
A huge thank you to the Argyle Night Market for giving our office a home to table, connect with neighbors, share resources, and enjoy Thursday nights on Argyle all summer long. From familiar faces stopping by every week to meeting new neighbors, it has truly been such a good summer.
What a way to close out the season! Until next time, Argyle Night Market, we’ll see you next summer!  
And while we’re saying our summer thank-yous, we have to show some love to the Uptown Farmers Market too! Thank you for welcoming the 46th Ward Office into your Community Corner throughout the summer and giving us another space to get outside, share resources, and connect with neighbors week after week. While the Farmers Market is still going strong through November, our summer tabling season there has officially wrapped up, and we’re so grateful to have been a part of it.
And finally, as we close out our summer of honorary street naming ceremonies, we have one more very special neighbor to celebrate!
Tomorrow, we’ll gather at Montrose and Racine to honor the life and legacy of longtime Uptown neighbor Edna Johnson with the unveiling of Edna Johnson Way. For more than 35 years, Edna poured into this community through her work with Voice of the People, her advocacy for affordable housing, and the love and care she showed neighbors throughout Uptown.
Affectionately known as “Uptown’s Cake Lady,” Edna’s legacy is one of service, generosity, and community and we’re so excited to celebrate her alongside her family, friends, and neighbors.
Join us tomorrow, August 29 at 11:00 AM at Montrose & Racine as we officially unveil Edna Johnson Way and make sure her name remains part of the community she gave so much to.

46th Ward Seniors, We’re Going to Senior Fest!Calling all 46th Ward seniors! Senior Fest 2026 is happening Thursday, September 17 at Millennium Park, and we want to make sure our senior neighbors have a way to get there!
Our office is working with the Chicago Department of Family and Support Services to provide FREE round-trip bus transportation from the 46th Ward, but we need at least 50 seniors registered to secure our bus.
Senior Fest brings together older Chicagoans from across the city for a day of fun, resources, activities, entertainment, and community. If you’d like to attend and ride with the 46th Ward, please sign up as soon as possible!

Rental Inspections Community Meeting
Chicago is exploring a new approach to keeping rental housing safe and healthy, and neighbors have an opportunity to help shape what that could look like. Earlier this year, City Council passed an ordinance creating a working group to examine the feasibility of proactive rental inspections in Chicago. Currently, rental inspections generally happen after an issue has already been reported to the City.
A proactive inspection program could help identify health and safety concerns earlier, before they become more serious. As part of this process, the City of Chicago is hosting a North Side Community Meeting on Saturday, August 29 from 10:00–11:30 AM at Truman College, 1145 W. Wilson Ave.
Representatives from the City will share more about proactive rental inspections, followed by a community discussion and survey. Neighbor feedback is an important part of this process, and we encourage renters, property owners, and anyone interested in safe and healthy housing to attend and share their perspective. |

#78 Bus Service Change Began August 23rd

CTA's #78 route changed from Clark to Ashland on 8/23, covering approximately 0.4 miles. This means the #78 now spends approximately two blocks less on Montrose, and two more blocks on Wilson.
This change will provide faster service for the #78 as Ashland provides easier turns at less congested intersections with minimal impact on customers due to the proximity of the two streets. The changes should also reduce congestion at Clark/Montrose and Clark/Wilson that results from the unusually tight turns that buses need to take.
This change will also allow the #78 to make use of a new bus pad at Ashland/Wilson as part of CDOT's Ashland Arterial Resurfacing project. |

Property Tax Bills Released Due October 1st

Cook County property owners can now view and pay their 2025 Second Installment property tax bills online at cookcountytreasurer.com.
The bills are due October 1, 2026, and the Treasurer’s Office expects to mail bills by September 1. To access your bill, select “Pay Online for Free” and search using your property address or Property Index Number (PIN). Property owners can also pay at participating banks, the Cook County Treasurer’s Office, or by mail. |

| | Free Pet Waste Yard Signs
Help keep our sidewalks, parks, and shared spaces clean! Our office has 50 free "Scoop that Poop" yard signs available for neighbors and businesses who would like to promote responsible pet ownership in front yards, courtyards, parkways, and commercial corridors throughout the 46th Ward.

Signs are available on a first-come, first-served basis, with a limit of one sign per person or business. Stop by the 46th Ward Office to pick yours up while supplies last!

Confirming ICE sightings is a critical part of keeping our neighbors safe. | This week, we connected with &Rise, an organization founded by Jennifer Solarte dedicated to the belief that women thrive on building & sustaining strong connections with one another, some of which assist in forming their futures!
In addition to free counseling, support groups, and teen programs, &Rise offers a diverse range of services made to help women succeed including financial education workshops, trauma life coaching, and community empowerment events.

To sustain their work, they are hosting a fundraiser on Saturday, September 12 at Zanies Chicago - 1548 N. Wells at 4 pm. Doors open at 3 pm and tickets can be purchased here!

Zoning Change Open for Feedback - 4531 N. Clark
A potential buyer (Platinum Homes - the same developer as 4713 N. Clark at Clark/Leland) is seeking a zoning change to redevelop the existing single-story commercial building at 4531 N. Clark and construct a 4-story mixed-use building in its place.
The existing building includes two storefronts, one of which is occupied by a clothing retailer, and one of which is vacant. The proposed building would include 9 for-sale condominium units (all 3-bedroom units), approximately 3,200 square feet of ground-floor retail space subdivided into two storefronts, 10 vehicular parking spaces, and 13 bicycle parking spaces.
The current zoning allows an 8-unit building of the same height as the proposed building. The developers are seeking a zoning change primarily to enable the addition of one more unit, 2,400 more square feet of floor area, and more parking spaces.
Since the proposed development includes fewer than ten units, no affordable units are required by the City of Chicago's Affordable Requirements Ordinance (ARO) and the ward is not able to require them of the developer.
The 46th Ward Office hosted a virtual community meeting for neighbors about the proposal yesterday on Thursday, August 27, and we are currently seeking feedback on the proposal. The feedback form will be open through at least Monday, September 14. |

640 W Irving Park (American Islamic College / AIC) - Development Update! Over the past few weeks, neighbors have reached out to the 46th Ward Office with questions about the the development at 640 W. Irving Park / the American Islamic College, related to permitting and the recent sale of the parking lot. We are including the most recent updates below.
Several weeks ago, the American Islamic College sold the parking lot in the middle of the site to CityPads. The zoning entitlements (for a residential tower) from the existing Planned Development (approved in 2023 before Ald. Clay took office) are still in effect for this middle portion. Any expansions to the existing proposal (either a taller building or more units) would require a Planned Development (PD) Amendment and would go through the 46th Ward Community Zoning Process. A developer is permitted to build within the existing zoning envelope (i.e. a shorter building and/or building with fewer units) without going through the PD Amendment process. We would still share any new details about the project with the community as we become aware of them and host a community meeting as appropriate. CityPads has communicated that they plan to continue renting parking spaces in the lot to neighbors; they are currently finalizing the logistical and operations arrangements. KGiles LLC, the original development entity, owns the existing AIC building and is proceeding with the adaptative reuse project to do a residential conversion of the site. Though they recently applied for building permits, they are still currently seeking financing and finalizing potential contractors and do not yet have a construction timeline. If and when they have a construction timeline, we will co-host a construction logistics meeting with their team for community members.
Please reach out to us if you have any questions about this - given that multiple developers are now involved in what was originally proposed as a single project, we understand that the situation can be confusing. |

| | Residential Resurfacing coming to a street near you!
Good news, neighbors! Get ready to say goodbye to more potholes. CDOT is resurfacing the following residential streets this paving season! Leland between Clark and Dover - Paving Completed Buena between Clarendon and Marine Drive - Paving Completed Hutchinson between Hazel and Marine Drive - Milled, Paving scheduled for next week of September pending Department of Water Management (DWM) sewer repairs. Sunnyside between the CTA Station and Broadway - Paving Completed Clarendon between Wilson and Lawrence - Paving Completed Lakeside between Marine and Clarendon - Paving Completed
We are also following up with CDOT to ensure that Pine Grove between Grace and Irving Park is resurfaced as soon as possible through the “Collector Street Resurfacing Program.”
Overnight parking on all streets listed above will continue to be available but parking will be restricted as needed during work hours - make sure to pay attention to any orange signs put up on these streets to avoid getting ticketed or towed!
All speed bumps and lane markings will be reinstalled after resurfacing is complete; speed bumps may be installed later in the Fall as crews finish residential resurfacing across the city. |

| | Alley Reconstruction - Malden / Magnolia / Leland / Lawrence!
Malden / Magnolia neighbors, thank you for your patience!
Your alley reconstruction project is complete and all neighbors should be able to park in their garages!
Unfortunately, we are still waiting for the resolution of a utility issue and garbage collection will need to continue from the street for the next few days. AT&T has flagged a that low-hanging wires pose a safety concern at the north of end of the alley; to minimize the chance that garbage trucks strike the wires, we are requesting that residents who have not yet moved their dumpsters to the alley continue to leave their dumpsters in the street through next week.
ComEd is planning to replace the leaning pole at the north end of the alley to resolve this issue and - pending permit approval and favorable weather - plans to complete the work next week. They initially planned to complete the work this past week but were delayed due to pole availability issues.
All garbage collection should be ready to return to the alley by the weekend of September 5-6. |

| | Say Goodbye to Potholes on Sheridan!In May, Chicago Department of Transportation (CDOT) contractors began resurfacing Sheridan Road between Montrose and Foster to fix the wear and tear on the street. The resurfacing project includes pedestrian safety improvements, including curb extensions and paint-and-post bump-outs opposite of “T” intersections for traffic safety.
Paving is now complete! Crews finished laying the asphalt several weeks ago and are completing the remaining striping and signage over the next two weeks.
Resurfacing Construction RemindersDuring construction, signs will often be posted to limit parking during workdays to enable construction access. Please move your vehicle to avoid tickets. Parking will generally remain available overnight and on weekends. Be sure to check signage.

| | Modernized Traffic Signals Coming at Leland and Sheridan!This week, Chicago Department of Transportation (CDOT) contractors began rebuilding the Leland / Sheridan intersection as part of a project to install modernized traffic signals at this intersection.
The new traffic signals will include pedestrian walk signs to increase safety at the intersection, and crews will also be extending the curb to reduce pedestrian crossing distances.
Over the next few weeks, workers will work on relocating the existing catch basins and sewer structures to accomodate the extended curbs. Sewer work may take anywhere between 2 and 5 weeks and will be followed by 2 weeks of concrete work to rebuild and extend curbs, gutters, and sidewalks, at which point the foundations for the new traffic signals will be installed (another 2-3 weeks). After installation of the new foundations, restoration and electrical work is expected to take an additional 4-6 weeks.
All in all, CDOT expects the new signals to be installed and functioning by October and November. |

| | 4600 - 4800 N. Racine Water Main Update: The Wait for Restoration
In May, the Department of Water Management (DWM) began work on a project to replace the water main on Racine between Wilson and Broadway. This project entails replacing the existing (more than 120 year-old!) water main and replacing all existing lead service lines along this stretch of Racine.
Crews have installed the new water main, installed all new service lines, and shut off the old water main; all underground plumbing work has been completed.
Crews will begin restoration (repaving and fixing all impacted curbs and sidewalks) by the beginning of September and should be complete by the end of October at the latest.
Parking restrictions will only return when restoration work starts. |

New Streetlights Coming to Sheridan Road (Montrose to Buena)
Neighbors, new street lights are coming to Sheridan Road!
CDOT (Chicago Department of Transportation) contractor will install new and more reliable streetlights on this stretch of Sheridan. Given the limited extent of the segment under construction, the supervising engineers anticipate the project should be completed before Labor Day, as long as the weather cooperates.
Crews will install new streetlights with "piggy-back" lights (which provide better sidewalk illumination) over the next several weeks. Once the new streetlights are installed, electrified, and functioning, crews will remove the old ones. Afterward, they will complete concrete and asphalt restoration as necessary.
We understand that streetwork across the ward can cause parking challenges, and we are doing our best to keep all projects on track and on time. |

Neighbors, you may have noticed even more orange no-parking signs in Sheridan Park!
These restrictions are in place to enable CDOT (Chicago Department of Transportation) contractors to install new and more reliable streetlights on this stretch of Beacon. The supervising engineers anticipate this project should be complete by the end of October, as long as the weather cooperates.

Once the new streetlights are installed, electrified, and functioning, crews will remove the old ones. Afterward, they will complete concrete and asphalt restoration as necessary.
The parking impacts for this project will be most significant over the next week as crews complete the directional boring (installing the underground conduits that power the new street lights) and dig foundations for the new light poles. |

Description: “The EEC Grant Program was developed to help create an inclusive business ecosystem within communities that have historically faced systemic barriers to entry and growth through dynamic partnerships, targeted outreach, and tailored programs and initiatives. DCEO has previously awarded $2.5 million in grant funding to 10 recipients through the EEC Grant Program.” Eligibility: "Career education agencies; and Non-profit organizations, including but not limited to: local development corporations, chambers of commerce, community based outreach centers, and community based organizations that provide services to underserved businesses and entrepreneurs."
