Dear Neighbors,
I’d like to start this week’s newsletter with a BIG shoutout to the Ainslie Winmore Block Club for yet another amazing block party! With more than 600 neighbors engaged throughout the day, there was no shortage of community, connection, and good energy. We’re always grateful for opportunities to table alongside community partners to share resources, answer questions, and, most importantly, connect with fellow neighbors.
Thank you to the Ainslie Winmore Block Club for organizing this major community event and for what continues to be such a special neighborhood tradition. We’re honored to have been a part of it and already looking forward to the next one!

We continued our business walkthroughs along Clark Street, stopping in to say hello, check in, and hear directly from some of the businesses that help keep our ward going. We visited Clark Dental Care, Sol Salon Chicago, Somboon Auto Service, Joel Hall Dancers & Center, Rayan’s Liquor, Monitor Cleaners, and Monitor Formalwear. These walkthroughs are always a great opportunity to step inside, meet the people behind our local businesses, hear what’s going well and how our office can be a resource. A special thank you to everyone who took a few minutes out of their day to chat with us!

And speaking of our local businesses along Clark Street, here’s a reminder you don’t want to miss!
The Small Business Improvement Fund (SBIF) is currently accepting applications for businesses and properties within the Clark/Montrose TIF District, but the deadline is coming up quickly on August 30! SBIF provides grants to help eligible businesses and commercial property owners make improvements to their spaces, from repairs and renovations to larger facility upgrades. Grants can cover 30–90% of eligible project costs, with up to $150,000 available for commercial properties and $250,000 for industrial properties. Best of all, these grants do not have to be repaid.
Both property owners and tenant businesses may be eligible, so if you own a business along Clark Street and have been thinking about making improvements to your space, be sure to check out this grant opporunity!
Applications are due August 30. Visit chicago.gov/sbif to apply, check your property's eligibility using the SBIF Locator Map, and learn more.

And just like that, it’s almost time to head back to school! I want to wish all of our Chicago Public Schools (CPS) students, teachers, staff, and families a happy and successful first day of school on Monday, August 24! After such a busy summer, we spent this week making sure our young people were even more prepared by stopping by schools throughout the 46th Ward with backpacks and school supplies to help students start the year off right.
   
We wrapped up our back-to-school season on Thursday with Light in the Night: Back to School Uptown right here at the 46th Ward Office! In partnership with Communities Partnering 4 Peace (CP4P) and our community partners, neighbors stopped by for backpacks, school supplies, food, drinks, games, and one last bit of summer fun before the school year begins. To all of our young people heading back into the classroom: we’re rooting for you and wishing you an amazing school year!
 
And one last weekend heads-up for neighbors: the Chicago Triathlon takes place this Saturday, August 22 and Sunday, August 23. While only a small portion of the 46th Ward will be directly impacted, neighbors traveling along the lakefront should expect street closures and traffic impacts, particularly along DuSable Lake Shore Drive on Sunday morning.
The SuperSprint/Kids Triathlon takes place Saturday, followed by the Olympic/Sprint Triathlon on Sunday. Southbound DuSable Lake Shore Drive from Hollywood Avenue to Randolph Street will be closed Sunday from 5:00 AM–12:00 PM. If you’re heading out Sunday morning, give yourself some extra time and plan an alternate route where possible.

Edna Johnson Street Naming Ceremony
Next week, we invite neighbors to join us for a special honorary street naming ceremony celebrating Edna Johnson and her lasting legacy in our community.
Join us on Saturday, August 29 at 11:00 AM at 4400 N. Racine Ave. as we officially unveil Honorary Edna Johnson Way, following City Council approval to designate the 4400 block of Racine in her honor.
We hope neighbors, family, and friends will join us as we celebrate Edna Johnson’s contributions and ensure her legacy remains a part of our community for generations to come.

#78 Bus Service Change Begins August 23rd

CTA's #78 route will change from Clark to Ashland on 8/23, covering approximately 0.4 miles. This means the #78 will spend approximately two blocks less on Montrose, and two more blocks on Wilson.
This change will provide faster service for the #78 as Ashland provides easier turns at less congested intersections with minimal impact on customers due to the proximity of the two streets. The changes should also reduce congestion at Clark/Montrose and Clark/Wilson that results from the unusually tight turns that buses need to take.
This change will also allow the #78 to make use of a new bus pad at Ashland/Wilson as part of CDOT's Ashland Arterial Resurfacing project. |

Property Tax Bills Released Due October 1st

Cook County property owners can now view and pay their 2025 Second Installment property tax bills online at cookcountytreasurer.com.
The bills are due October 1, 2026, and the Treasurer’s Office expects to mail bills by September 1. To access your bill, select “Pay Online for Free” and search using your property address or Property Index Number (PIN). Property owners can also pay at participating banks, the Cook County Treasurer’s Office, or by mail. |

| | Difference Maker: Northside man picks up trash on daily walks We want to give a special shoutout to 46th Ward neighbor Steve Kelsey, who has made caring for his neighborhood part of his daily routine!
Since moving to Chicago in 2022, Steve has spent his morning walks picking up litter along the way. Armed with a pair of work gloves, a reacher tool, and a bucket, he spends two to three hours walking and cleaning up our streets, often filling and emptying his bucket several times before he’s done.
What started as simply picking up trash around his block quickly grew into a daily commitment to leaving the neighborhood a little cleaner than he found it. We’re grateful for neighbors like Steve who show how small, consistent acts of care can make a big difference in our community. Thank you, Steve, for helping keep the 46th Ward beautiful.

Business Spotlight: Easy Tires
Tucked away at 4653 N. Clark St., between Taqueria El Ranchito and Ramsan Wireless, is one of the ward’s longtime neighborhood businesses: Easy Tires. If you walk by too quickly, you might miss it—but for more than three decades, owner Sergio Mora and Easy Tires have been helping neighbors get back on the road safely. From tire balancing, installation, and rotation to wheel alignments and tire repairs, Easy Tires is a neighborhood go-to for keeping your wheels in good shape.

Help keep our sidewalks, parks, and shared spaces clean! Our office has 50 free "Scoop that Poop" yard signs available for neighbors and businesses who would like to promote responsible pet ownership in front yards, courtyards, parkways, and commercial corridors throughout the 46th Ward.

Signs are available on a first-come, first-served basis, with a limit of one sign per person or business. Stop by the 46th Ward Office to pick yours up while supplies last!

Taco Fest Returns to Southport This Weekend!Taco Fest is back for its 13th flavor-filled year! Join the festivities Friday, August 21 through Sunday, August 23 along Southport Avenue between Roscoe and Addison for a weekend of delicious tacos, live music, family-friendly activities, and more.
More than 10 local eateries will serve up their best tacos, ranging from classics like chicken, steak, chorizo, and beef to creative options featuring seafood, mushrooms, goat, duck, and more. Rental Inspections Community Meeting
Chicago is exploring a new approach to keeping rental housing safe and healthy, and neighbors have an opportunity to help shape what that could look like. Earlier this year, City Council passed an ordinance creating a working group to examine the feasibility of proactive rental inspections in Chicago. Currently, rental inspections generally happen after an issue has already been reported to the City.
A proactive inspection program could help identify health and safety concerns earlier, before they become more serious. As part of this process, the City of Chicago is hosting a North Side Community Meeting on Saturday, August 29 from 10:00–11:30 AM at Truman College, 1145 W. Wilson Ave.
Representatives from the City will share more about proactive rental inspections, followed by a community discussion and survey. Neighbor feedback is an important part of this process, and we encourage renters, property owners, and anyone interested in safe and healthy housing to attend and share their perspective. |

HomeGrown Purchase Assistance Program Opens June 8The HomeGrown Purchase Assistance Program aims to help low and moderate-income Chicagoans achieve homeownership by providing direct financial support. The HomeGrown program will provide up to $70,000 in forgivable grants to eligible homebuyers who purchase a 1-2 unit home in Chicago. | This week, we connected with &Rise, an organization founded by Jennifer Solarte dedicated to the belief that women thrive on building & sustaining strong connections with one another, some of which assist in forming their futures!
In addition to free counseling, support groups, and teen programs, &Rise offers a diverse range of services made to help women succeed including financial education workshops, trauma life coaching, and community empowerment events.

To sustain their work, they are hosting a fundraiser on Saturday, September 12 at Zanies Chicago - 1548 N. Wells at 4 pm. Doors open at 3 pm and tickets can be purchased here!

Zoning Change Proposed - 4531 N. Clark
A potential buyer (Platinum Homes - the same developer as 4713 N. Clark at Clark/Leland) is seeking a zoning change to redevelop the existing single-story commercial building at 4531 N. Clark and construct a 4-story mixed-use building in its place.
The existing building includes two storefronts, one of which is occupied by a clothing retailer, and one of which is vacant. The proposed building would include 9 for-sale condominium units (all 3-bedroom units), approximately 3,200 square feet of ground-floor retail space subdivided into two storefronts, 10 vehicular parking spaces, and 13 bicycle parking spaces.
The existing zoning allows an 8-unit building of the same height as the proposed building. The developers are seeking a zoning change primarily to enable the addition of one more unit, 2,400 more square feet of floor area, and more parking spaces.
Since the proposed development includes fewer than ten units, no affordable units are required by the City of Chicago's Affordable Requirements Ordinance (ARO) and the ward is not able to require them of the developer.
The 46th Ward Office will be hosting a virtual community meeting about the proposal on Thursday, August 27 at 6PM, and will then be taking feedback for on the proposal. |

640 W Irving Park (American Islamic College / AIC) - Development Update! Over the past few weeks, neighbors have reached out to the 46th Ward Office with questions about the the development at 640 W. Irving Park / the American Islamic College, related to permitting and the recent sale of the parking lot. We are including the most recent updates below.
Several weeks ago, the American Islamic College sold the parking lot in the middle of the site to CityPads. The zoning entitlements (for a residential tower) from the existing Planned Development (approved in 2023 before Ald. Clay took office) are still in effect for this middle portion. Any expansions to the existing proposal (either a taller building or more units) would require a Planned Development (PD) Amendment and would go through the 46th Ward Community Zoning Process. A developer is permitted to build within the existing zoning envelope (i.e. a shorter building and/or building with fewer units) without going through the PD Amendment process. We would still share any new details about the project with the community as we become aware of them and host a community meeting as appropriate. CityPads has communicated that they plan to continue renting parking spaces in the lot to neighbors; they are currently finalizing the logistical and operations arrangements. KGiles LLC, the original development entity, owns the existing AIC building and is proceeding with the adaptative reuse project to do a residential conversion of the site. Though they recently applied for building permits, they are still currently seeking financing and finalizing potential contractors and do not yet have a construction timeline. If and when they have a construction timeline, we will co-host a construction logistics meeting with their team for community members.
Please reach out to us if you have any questions about this - given that multiple developers are now involved in what was originally proposed as a single project, we understand that the situation can be confusing. |

| | Residential Resurfacing coming to a street near you!
Good news, neighbors! Get ready to say goodbye to more potholes. CDOT is resurfacing the following residential streets this paving season! Leland between Clark and Dover - Paving Completed Buena between Clarendon and Marine Drive - Paving Completed Hutchinson between Hazel and Marine Drive - Milled, Paving scheduled for the first week of September pending Department of Water Management (DWM) sewer repairs. Sunnyside between the CTA Station and Broadway - Paving Completed Clarendon between Wilson and Lawrence - Paving Completed Lakeside between Marine and Clarendon - Paving Completed
We understand that having several simultaneous resurfacing projects in the neighborhood is disruptive and creates parking challenges. Our office will actively follow up with to ensure the work happens as quickly as possible; we also know that signs were seemingly put up too early and have communicated neighbors' frustration to CDOT.
We are also following up with CDOT to ensure that Pine Grove between Grace and Irving Park is resurfaced this year as well through the “Collector Street Resurfacing Program.”
Overnight parking on all streets listed above will continue to be available but parking will be restricted as needed during work hours - make sure to pay attention to any orange signs put up on these streets to avoid getting ticketed or towed! |

| | Alley Reconstruction - Malden / Magnolia / Leland / Lawrence!
Malden / Magnolia neighbors, thank you for your patience!
Your alley reconstruction project is complete and all neighbors should be able to park in their garages!
Unfortunately, we are still waiting for the resolution of a utility issue and garbage collection will need to continue from the street for the next few days. AT&T has flagged a that low-hanging wires pose a safety concern at the north of end of the alley; to minimize the chance that garbage trucks strike the wires, we are requesting that residents continue to leave their dumpsters in the street for the next few days.
ComEd is planning to replace the leaning pole at the north end of the alley to resolve this issue and - pending permit approval and favorable weather - plans to complete the work next week. Assuming this timeline holds, all garbage should be good to return to the alley by the weekend of August 29-30. |

| | Say Goodbye to Potholes on Sheridan!In May, Chicago Department of Transportation (CDOT) contractors began resurfacing Sheridan Road between Montrose and Foster to fix the wear and tear on the street. The resurfacing project includes pedestrian safety improvements, including curb extensions and paint-and-post bump-outs opposite of “T” intersections for traffic safety.
Paving is now complete! Crews finished laying the asphalt several weeks ago and are completing the remaining striping and signage over the next few weeks.
Resurfacing Construction RemindersDuring construction, signs will often be posted to limit parking during workdays to enable construction access. Please move your vehicle to avoid tickets. Parking will generally remain available overnight and on weekends. Be sure to check signage.

| | 4600 - 4800 N. Racine Water Main Update: The Wait for Restoration
In May, the Department of Water Management (DWM) began work on a project to replace the water main on Racine between Wilson and Broadway. This project entails replacing the existing (more than 120 year-old!) water main and replacing all existing lead service lines along this stretch of Racine.
Crews have installed the new water main, installed all new service lines, and shut off the old water main; all underground plumbing work has been completed.
Crews will begin restoration (repaving and fixing all impacted curbs and sidewalks) by the beginning of September and should be complete by the end of October at the latest.
Parking restrictions will only return when restoration work starts. |

Neighbors, new street lights are coming to Sheridan Road!
CDOT (Chicago Department of Transportation) contractor will install new and more reliable streetlights on this stretch of Sheridan. Given the limited extent of the segment under construction, the supervising engineers anticipate the project should be completed before Labor Day, as long as the weather cooperates.
Crews will install new streetlights with "piggy-back" lights (which provide better sidewalk illumination) over the next several weeks. Once the new streetlights are installed, electrified, and functioning, crews will remove the old ones. Afterward, they will complete concrete and asphalt restoration as necessary.
We understand that streetwork across the ward can cause parking challenges, and we are doing our best to keep all projects on track and on time. |

Neighbors, you may have noticed even more orange no-parking signs in Sheridan Park!
These restrictions are in place to enable CDOT (Chicago Department of Transportation) contractors to install new and more reliable streetlights on this stretch of Beacon. The supervising engineers anticipate this project should be complete by the end of October, as long as the weather cooperates.
Crews will install new street lights with "piggy-back" lights (which provide better sidewalk illumination) over the next several weeks. Once the new streetlights are installed, electrified, and functioning, crews will remove the old ones. Afterward, they will complete concrete and asphalt restoration as necessary.
The parking impacts for this project will be most significant over the next week as crews complete the directional boring (installing the underground conduits that power the new street lights) and dig foundations for the new light poles. |

The Illinois Department of Commerce & Economic Opportunity is excited to announce Round 2 of the Illinois Economic Empowerment Centers (EEC) program
. 
Description: “The EEC Grant Program was developed to help create an inclusive business ecosystem within communities that have historically faced systemic barriers to entry and growth through dynamic partnerships, targeted outreach, and tailored programs and initiatives. DCEO has previously awarded $2.5 million in grant funding to 10 recipients through the EEC Grant Program.” Eligibility: "Career education agencies; and Non-profit organizations, including but not limited to: local development corporations, chambers of commerce, community based outreach centers, and community based organizations that provide services to underserved businesses and entrepreneurs." Award Range: $250,000-$500,000 ("A minimum overall matching contribution of 100% of the grant amount is required." Please see Notice of Funding Opportunity (NOFO for more details.)
