Nothing says Uptown quite like good music, community, and showing love to our moms 💐
We kicked off the weekend at 920 W Lakeside for their Mother’s Day celebration, and what a sweet evening it was. Lady Sax blessed the room with an amazing performance, the small humans put on a fashion show that absolutely stole the show - filling the night with love and good energy. Big thank you to Ms. Carol and Martha for bringing everyone together, and don’t forget to love on the moms and mother figures in your life every day, not just one Sunday a year! |

I also spent part of the weekend at Truman College for the Business Affairs and Consumer Protection (BACP) Business Resource Expo, a great opportunity for local entrepreneurs, small business owners, and aspiring business leaders to connect with resources, support, and one another. Events like this are such an important reminder of how much talent, creativity, and innovation exist within our communities.
It was especially meaningful to hear from the legendary Jackie Taylor, Founder, Executive Director and CEO of the Black Ensemble Theater as the keynote speaker. Her words and presence continue to inspire generations across Chicago’s arts and business communities. Thank you for all you do Jackie! And thank you to BACP, Truman College, and all the organizations that came together to support our local businesses and future entrepreneurs. |

This week, City Council officially passed the Flexible Heat Ordinance, the first ordinance I successfully moved through City Council. The story of this ordinance began when neighbors living in high-rise buildings approached me, requesting for relief from the heat in their buildings. You see, in buildings with “two-pipe” heating and cooling systems, it can take up to 48-72 hours to cycle between cooling, neutral, and/or heating. This can create increasingly uncomfortable or potentially dangerous indoor temperatures during warmer stretches in October and April.
The existing Chicago Heat Ordinance includes provisions to relax heat requirements for buildings with two-pipe systems, but this flexible period – the “shoulder months” – ends on October 15 in the Fall and starts on May 1 in the summer. My “Flexible Heat Ordinance” expands the range of this period so that it ends on October 31 in the Fall and begins on April 1 in the Spring. During this period, before the first cold snap in the fall, and after the first heat wave in the spring, buildings are only required to maintain a minimum temperature of 64° rather than 68° as is otherwise the case.
I’m incredibly proud to have worked alongside advocates, building stakeholders, and my colleagues to shape this legislation, and I am grateful to everyone who shared their stories to move this effort forward. This is an important step toward making our city’s policies more responsive to how people actually live today. |

Also at City Council this week, I was honored to pass a resolution recognizing the life and legacy of Mabel Menard alongside my colleague and Mabel’s loved ones. Mabel was a powerful force in Chicago’s Asian American and Pacific Islander (AAPI) community whose impact stretched across education, mental health advocacy, immigrant support services, cultural preservation, and civic leadership. Through her work with the Chinese American Museum of Chicago, Chinese Mutual Aid Association, OCA Greater Chicago, and many other organizations, she helped build stronger, more connected communities across our city. Mabel also played an instrumental role in launching Chicago’s AAPI Restaurant Week, creating meaningful visibility and support for AAPI-owned businesses and celebrating the richness of AAPI culture throughout Chicago.
Those who knew Mabel knew her as a thoughtful leader, a connector, and someone deeply committed to showing up for others. Her legacy is reflected not only in the institutions and programs she helped shape, but in the many people she mentored, supported, and inspired along the way. It was deeply meaningful to present this resolution to her family and to honor her legacy rooted in compassion, service, and community. |

We hosted an incredible Uptown Connects Resource Fair at the Department of Family and Support Services (DFSS) office, bringing together more than 40 organizations and service providers for an afternoon rooted in community care, connection, and access. From housing resources to free wellness services, neighbors connected directly with critical support systems and organizations doing important work across the city.
The afternoon was filled with live music, food, conversation, and so many connections. Events like this are always a reminder of just how much can happen when we come together to share resources, collaborate, and truly invest in one another. Thank you to every organization, volunteer and neighbor who helped make the event possible. Another beautiful day in the 46th Ward!

| | We continued our ongoing big building meet & greet series with neighbors at 4300 N. Marine Drive. Throughout the year, we’ve been visiting buildings across the ward to connect directly with neighbors, share updates, answer questions, and hear more about the issues and ideas that matter most to the community. Congratulations to the neighbors of 4300 N Lake Shore Drive on celebrating 50 years as a condo community! Thank you to all of the neighbors who came out to connect with our office, share conversations, and celebrate this incredible milestone together.

Say Goodbye to Potholes on Sheridan!
Good news, neighbors!
Today (Friday, May 22), Chicago Department of Transportation (CDOT) contractors began resurfacing Sheridan Road between Montrose and Foster to fix the wear and tear on the street. Resurfacing will take place this year between Montrose and Bryn Mawr in two segments.
The resurfacing project includes pedestrian safety improvements, including curb extensions and paint-and-post bump-outs opposite of “T” intersections for traffic calming. Resurfacing on Sheridan between Montrose and Foster will follow the estimated timeline below (weather permitting):
Late May: Asphalt milling (removing of existing pavement) and leveling out of road surface. June - July: Work on concrete (curbs, ADA ramps, curb extensions, and sidewalks) and utility structures. July – Early August: Final layers of asphalt, followed by striping and signage.
Additional construction will start in June on Sheridan between Foster and Bryn Mawr in the 48th Ward as part of a Department of Water Management (DWM) water main replacement project; expected to wrap up this Fall.
Resurfacing Construction RemindersDuring construction, signs will often be posted to limit parking during workdays to enable construction access. Please move your vehicle to avoid tickets. Parking will generally remain available overnight and on weekends. Be sure to check signage.

Join us on Saturday, August 1, 2026, from 12:00–4:00 PM at Clarendon Park for our 3rd Annual Back to School Bash! The largest family event of the year for the 46th Ward! This free, family-friendly event brings together neighbors, resources, and fun as we get ready for the school year. Expect school supply giveaways, community resources, activities, performances, and more.
We’re currently looking for partners to help make this year even bigger. If you’re interested in sponsoring, hosting a resource table, leading an activation, performing, or collaborating in any way, please fill out our interest form.

| There are some places you walk into and immediately feel taken care of, and Tiztal Cafe (4631 N. Clark St) is absolutely one of them. My office had the chance to sit down with Teresa, the owner of Tiztal, this week and hear more about the story behind one of Uptown’s favorite breakfast and brunch spots. Originally from Mexico, Teresa has lived in Chicago for over 30 years, with chapters of her journey taking her through California, Utah, flea markets, juice bars, and eventually right here to Uptown. Before Tiztal, she ran a juice bar for 17 years in the Mega Mall from opening day until it closed, later building a loyal following through fresh juices at a Utah flea market before teaming up with a friend to bring food into the mix. After a few years of partnership, Teresa became the sole owner and has been pouring love into Tiztal full time since its opening in 2008.

And honestly? You can feel that love the second you walk in. The space feels warm, welcoming, and deeply cared for. Teresa carries that same energy too, equal parts strict and incredibly sweet, with the kind of presence that makes you feel like you’re in good hands. The restaurant is family-run, community-rooted, and built around creating an experience people remember. She shared that one of the things she loves most is hearing customers come back and tell her how much they enjoyed their time there, and based on the packed tables and loyal regulars, it’s easy to see why.
Their famous chilaquiles are the standout favorite (and according to just about everyone, some of the best in the city ), but neighbors also rave about the fresh juices, oatmeal shakes, garlic potatoes, and warm hospitality.

Tiztal is open Thursday through Tuesday from 8 AM to 3 PM and closed Wednesdays.

| The 46th Ward is getting new neighbors! 4713 N. Clark - also known as "The Anderson" is opening up to its first tenants right now! The building has 36 units total, 6 of which fall under the Chicago Affordable Requirements Ordinance (ARO), which requires the developers to keep 20% of units at affordable rental rates.
ARO units require an application for occupancy. Applications opened on May 1st, and are still open through this link. |

| Proposed Development at 665 W. Sheridan - Learn more on Wednesday, May 27!
On Wednesday, May 27, East Lakeview Neighbors (ELVN) will host a virtual meeting for neighbors to learn about and provide feedback about three proposed developments, one of which is in the 46th Ward (the other two are in the 44th Ward). 46th staff will join the meeting to take feedback and help answer any questions.
Developers are proposing a 5-story, 19-unit building for the 46th Ward development, located at 665 W. Sheridan. The building would include 17 two-bedroom units and two 3-bedroom units. On-site bicycle parking would be required but no vehicular parking would be provided as the site is on a narrow lot that does not have alley access.
This building is permitted by-right under the site’s existing RM-6 zoning and the developer is not currently seeking a zoning change, special use, or variance of any kind. As such, this development does not require City Council approval or approval from Alderwoman Clay. However, due to the site’s proximity to the lakefront, it does require Lakefront Protection Ordinance approval from the Chicago Plan Commission.

2026 Adopt-a-Landmark Funding

As Chicago continues to experience significant growth in logistics and warehouse facilities, it is essential to understand how neighbors, businesses, and community stakeholders perceive these developments and are affected by them. University of Illinois at Chicago (UIC) has developed a survey aimed at gauging community acceptability and exploring the broader implications of warehouse growth across the city and surrounding region.
The survey can be taken here and is available in both English and Spanish.

| | New Water Main Coming to 4600 - 4800 N. Racine!

Last week, the Department of Water Management (DWM) began construction on a project to replace the water main on Racine between Wilson and Broadway. This project entails replacement of the existing - more than 120 year-old! - water main and replacement of all existing lead service lines along this stretch of Racine.
As of today (Friday, May 22), crews have installed roughly 60% of the total water main for the project, and are now working on the 4600 N Block of Raine. DWM anticipates that the contractors will finish the final water main installation next week. The following week, workers will begin the testing and disinfecting phase of the work.
Once the water main is tested and disinfected the service line replacement work will begin.
Residents can expect to be able to park along Racine through the long weekend. Please let us know if you have any questions or concerns! |

Grace Greenway Update
Heads up, neighbors! The Grace Greenway is almost complete! Installation is currently wrapping up and is expected to be finished sometime next week, weather permitting. As a reminder, this project will provide a safer and more accessible route for cyclists traveling to and from the lakefront.
