We are officially ONE WEEK AWAY from the 46th Ward Senior Sock Hop, and I couldn’t be more excited to bring this celebration back to our senior neighbors for the second year in a row! On Thursday, September 24, we’re taking over the legendary Aragon Ballroom at 1106 W. Lawrence from 11 am to 2 pm for an afternoon dedicated entirely to celebrating our older community.
We’ll have music, dancing, a banquet-style luncheon, fun activations, raffles and giveaways, and senior-centered resources all under one iconic roof. Most importantly, it’s an opportunity for our senior neighbors to come together, connect, have some fun, and enjoy an afternoon created especially for them.
The Senior Sock Hop is completely FREE for neighbors 60+, so dust off those dancing shoes and come join us! If you would like to support the event, we are still accepting donations, volunteers, and and organizations can still sign up to table to provide information about their respective resources or services.

Please be advised that the 46th ward office will also be closed for the Senior Sock Hop event on Thursday, September 24 and will reopen Friday, September 25th at 9 am.

Over the weekend, we gathered at Montrose Harbor with family, friends, longtime customers, and neighbors to officially unveil Willie Greene Way and celebrate a man whose life and legacy are deeply woven into Uptown and Chicago’s lakefront.
Willie grew up right here in Uptown, discovered his love for fishing along the lake as a young boy, and eventually took over the bait shop at Montrose Harbor in 1958, establishing Willie Greene’s Park Bait Shop. For generations, Willie and the shop became a familiar and beloved part of the lakefront and that legacy continues through his family today.
A huge thank you to his daughter Stacey, the entire Greene family, and everyone who joined us to make the celebration so special. It was a beautiful day honoring a true piece of Uptown history in the very place where so much of Willie’s story began.

And the celebrations continued this week at Nourishing Hope’s Sheridan Market, where we joined neighbors and community partners for the dedication of their beautiful new mural, Radiating Hope, created by local Chicago artist Anthony Lewellen.
The mural reflects Nourishing Hope’s mission of supporting neighbors through food, mental health, and social services, and it was so special to celebrate a piece of public art that represents the hope and care they bring to our community every day.
A huge thank you to Nourishing Hope for inviting us to be part of the dedication and, even more importantly, for continuing to be such an amazing partner to the 46th Ward and our neighbors. We’re grateful for all you do to make sure our community has access to the resources and support they need!

I also had a chance to stop by Howard Brown Health – Sheridan to check out the Fifth Third Bank Financial Empowerment Mobile while they were in the neighborhood! Neighbors utilized the Bank Truck to check their credit, ask questions, connect with financial resources, and more and I may or may not have checked in on my own credit while I was there too.
Hopefully you got a chance to stop by and take advantage of this awesome resource! A huge thank you to Fifth Third Bank and Howard Brown Health for bringing accessible financial resources directly to our community and making it a little easier for neighbors to get the information and support they need.

And we kept the week going with a Meet & Greet at 1100 W. Montrose! I had the chance to meet with tenants on their gorgeous rooftop, hear from neighbors about what’s happening in their building and community, and sit in on their board meeting.
These building Meet & Greets are always a great opportunity to bring our office directly to neighbors, answer questions, hear concerns, and make sure folks know how we can be a resource. Thank you to everyone at 1100 W. Montrose for welcoming us in and spending some time with me!

We also had the opportunity to stop by Tapestry 360 Health at 845 W. Wilson for a tour with CEO Nicole Willis! It was great to get a closer look at the space, learn more about the work happening right here in Uptown, and talk about the ways we can continue connecting our neighbors to resources and care in the community.
A huge thank you to Nicole and the Tapestry 360 team for welcoming us in and taking the time to show us around. We’re always grateful for opportunities to connect with the organizations serving our neighbors every day!

Before we wrap up, we want to make sure you know that The Office of City Clerk is bringing their Mobile City Hall to the neighborhood tomorrow, Saturday, September 19! Stop by 4501 N. Clarendon Ave. from 10 AM–1 PM for an Emergency Readiness resource fair bringing City services and emergency preparedness resources directly to the North Side.
Neighbors will be able to take care of things like purchasing City Stickers, residential parking permits and dog licenses, getting a FREE CityKey card, and connecting with City departments and on-site partners, all in one place.

Race to Wrigley Returns This Weekend!

Cubs Charities’ 21st Annual Race to Wrigley 5K Charity Run, presented by AbbVie, is happening this Sunday, September 20. The race kicks off at 8 AM on Clark Street before runners make their way through the Lakeview neighborhood. A course map is available here.
Whether you’re participating, cheering on the runners, or simply traveling through the area, please plan ahead! Street closures will be in place from 3 AM–noon on Sunday, September 20, with streets reopening as soon as runners have passed through the course.

| Bank of America - Chicago Marathon 
On Sunday, October 11, Chicago will welcome runners and spectators from around the world for the Bank of America Chicago Marathon, with the course traveling through 29 vibrant neighborhoods across the city.
Towing and Street Closures: No parking is allowed on the Chicago Marathon course. Towing of vehicles on the course will begin at 1:00am on Sunday, October 11, 2026. The Chicago Marathon will involve extensive street closures on Sunday, October 11, 2026. Streets in our ward may be closed to traffic starting at 6:00 a.m. and continuing to 4:00 p.m.

Property Tax Bills Released Due October 1st

Cook County property owners can now view and pay their 2025 Second Installment property tax bills online at cookcountytreasurer.com.
The bills are due October 1, 2026, and the Treasurer’s Office expects to mail bills by September 1. To access your bill, select “Pay Online for Free” and search using your property address or Property Index Number (PIN). Property owners can also pay at participating banks, the Cook County Treasurer’s Office, or by mail.
On Thursday, September 24 from 5:30 pm to 7 pm - the Cook County Board of Review, District 2 team, will host a Property Tax Appeals Seminar at the Lincoln Park Chicago Public Library, 1150 W. Fullerton Ave.
The Board of Review, District 2 team will provide a short presentation on the role of the Board of Review, how to file a property tax appeal, and will host a Q&A session. The District 2 team will also be onsite to register attendees, assist with creating online accounts, and help residents file their property tax appeals.

Donate Your Books & Support Friends of Bezazian!Doing a little fall cleaning? Give your gently used books a new home! The 46th Ward Office is proud to serve as a collection site for the Friends of Bezazian Book Donation Drive through September 19.
Neighbors can drop off used books, CDs, and DVDs at our office during regular office hours. Donations will support Friends of Bezazian and programming and services at the Bezazian Branch of the Chicago Public Library.

Housing Policy - Protecting Renters Ordinance
This week, I voted in favor of the Protecting Renters Ordinance (PRO) to move out of the Committee on Housing and Real Estate. Proposed and introduced by the Mayor’s Office at June’s City Council meeting, the Protecting Renters Ordinance (PRO) is a comprehensive modernization of Chicago's 40-year-old Residential Landlord and Tenant Ordinance (RLTO). The ordinance evolved from community organizing and establishes a unified policy framework strengthening tenant protections, builds enforcement infrastructure, and closes critical gaps in data, enforcement, and legal access. If passed in City Council next week, PRO will increase key protections for renters in the Residential Landlord Tenant Ordinance (RLTO) in four key buckets: 1. establish a rental registry to capture landlord information, 2. creation of a Bureau of Rental Housing Services, 3. codifying the Eviction Council Program, and 4. modernize the existing RLTO to update outdated provisions, create a Tenant Bill of Rights, and standardize fees and deposits.
As I indicated above, the RLTO has not been updated since it passed 40 years ago but conditions tenants are facing in Chicago have changed. PRO will bring our city up to speed with most major cities in the country that already have many of these protections in place. Our ward is majority renters and has been facing a changing housing landscape in the past decade as more luxury developments are built, Single Room Occupancy (SRO) buildings being bought and rehabbed and options for affordable housing grow smaller. My office hears from tenants every day who are facing unsafe unit conditions, don't know how to advocate for their rights as tenants or sometimes how to even contact their landlord when problems come up. Every week we connect with residents who are facing eviction and don't have the resources to pay for legal representation and are scared of becoming homeless.
Under PRO, no tenant will have to wonder who controls their housing with the implementation of a rental registry for all landlords. The Bureau of Rental Housing Services will ensure that both tenants and landlords have an accessible resource to help navigate this new slate of protections and keep all parties operating within the confines of the law. And, because of the Eviction Counseling Program, working class tenants won't have to worry about going into court without representation.
Approximately 54% of households in Chicago are renters, and Chicagoans are clamoring for protections that meet the world we are in today. Chicago’s Residential Landlord Tenant Ordinance (RLTO) was passed in 1986 - 40 years ago! Many renters in this city are sick and tired of living in the past. Protections for a world where landlords nickel and dime tenants to death with arbitrary junk fees, where tenants are expected to be experts on their rights and how to exercise them, where the average eviction hearing for a tenant without legal representation lasts less than 60 seconds, where landlords can keep tenants in unlivable conditions with impunity and hide behind LLCs to avoid accountability.
With the passage of the FAIR Ordinance out of the Zoning Committee this week, it's clear my colleagues see the need for updated tenant protections, though we might disagree about how to get there. I look forward to working collaboratively with my City Council peers to pass robust and community centered policy to increase protections for tenants and I am proud to have taken this step forward with my vote for PRO.

The days of junk fees will be over with comprehensive reforms eliminating nonsense charges like move in fees. No tenant will have to wonder who controls their housing with the implementation of a rental registry for all landlords. The Bureau of Rental Housing Services will ensure that both tenants and landlords have an accessible resource to help navigate this new slate of protections and keep all parties operating within the confines of the law. Because of the Eviction Counseling Program working class tenants won't have to worry about going into court without representation. While this law is not perfect (none are), it is a significant improvement over the current ordinance, and should really benefit many of our neighbors. |

Anniversary of Naloxone Newspaper Box Project
We are SO PROUD to celebrate the first Naloxone Newspaper Box Project in the city, launched more than a year ago by the 46th Ward and Chicago Department of Public Health (CDPH) on August 27th, 2025. Four repurposed newspaper boxes were placed in fully accessible hot spots around the ward and filled with Naloxone, a life saving medicine that can prevent overdose. In Chicago, opioid-related EMS responses increased from under 3,000 annually in 2015 to over 13,000 in 2020. Increasing access to life saving medication like Naloxone has led to the third year of reduced deaths due to opioid overdose in Chicago and the surrounding Cook County. Currently, data indicates that Chicago had a 23% decrease in opioid-related EMS responses in the first seven months of 2026 compared to the same period in 2025.
Over the past year, these boxes have distributed over 1,200 boxes of Naloxone to 46th Ward neighbors. “This project saves lives,” says Sunny Jacob, a social worker at the Department of Family and Supportive Services (DFSS) Community Center at 845 W Wilson. A few months after the launch of these stands across the 46th Ward, staff at DFSS helped prevent a neighbor from overdosing during an event with ShowerUp using Naloxone from the box located outside of their office. The easy access and close proximity of Naloxone contributed to the staff’s swift action and the neighbor was safely transported to the hospital for treatment.
Our ward continues to be a leader in the fight against opioid death. All of our families have been impacted by addiction now we have resources for harm reduction tools accessible across our city. Providing free Naloxone in a space neighbors can access any time of the day is really just a continuation of the legacy of our ward. We meet neighbors where they are and look for creative solutions to address the real problems neighbors face.
The repurposed newspaper boxes are located outside on the sidewalk at the Institute for Cultural Affairs (ICA), Department of Family and Supportive Services (DFSS) Community Center, Cornerstone Community Shelter and Nourishing Hope and are routinely refilled by their host organization to keep them fully stocked. We also have a Naloxone CTA Vending Machine led by Cook County Health and CDPH at the Wilson Red Line and the CDPH Harm Reduction Vending Machine at the Uptown Library provide essential resources to neighbors in need in public and accessible spaces across the 46th Ward.

640 W Irving Park (American Islamic College / AIC) - Development Update! Over the past few weeks, neighbors have reached out to the 46th Ward Office with questions about the the development at 640 W. Irving Park / the American Islamic College, related to permitting and the recent sale of the parking lot. We are including the most recent updates below.
Earlier this week, the development team also installed several temporary cameras in the area to conduct a traffic study and gather data about traffic patterns - if you’re wondering what they’re doing, now you know!
Several weeks ago, the American Islamic College sold the parking lot in the middle of the site to CityPads. The zoning entitlements (for a residential tower) from the existing Planned Development (approved in 2023 before Ald. Clay took office) are still in effect for this middle portion. Any expansions to the existing proposal (either a taller building or more units) would require a Planned Development (PD) Amendment and would go through the 46th Ward Community Zoning Process. A developer is permitted to build within the existing zoning envelope (i.e. a shorter building and/or building with fewer units) without going through the PD Amendment process. We would still share any new details about the project with the community as we become aware of them and host a community meeting as appropriate. CityPads has communicated that they plan to continue renting parking spaces in the lot to neighbors; they are currently finalizing the logistical and operations arrangements. KGiles LLC, the original development entity, owns the existing AIC building and is proceeding with the adaptative reuse project to do a residential conversion of the site. Though they recently applied for building permits, they are still currently seeking financing and finalizing potential contractors and do not yet have a construction timeline. If and when they have a construction timeline, we will co-host a construction logistics meeting with their team for community members.
Please reach out to us if you have any questions about this - given that multiple developers are now involved in what was originally proposed as a single project, we understand that the situation can be confusing. |

| | | Alley Reconstruction - Leland / Eastwood / Clarendon !
Leland neighbors, please be advised that alley reconstruction for the alley bound Leland, the Uplift Soccer Field, Eastwood, and the Weiss Parking Garage is scheduled to begin on Monday, September 21. Only the North-South portion of the alley right next to the soccer field will be rebuilt and the rest of the alley will remain accessible.
This means that the majority of neighbors will retain access to their parking spaces - only neighbors living at 849-51 W. Leland will need to seek alternative parking arrangements.

Neighbors will not have alley access after September 21, 2026, please make accommodations to relocate your cars from you parking lot before then. Some saw cutting and minor work took place earlier this week.
Once the project begins, construction is expected to take up to six weeks, weather permitting. Due to construction, the following changes will occur: During construction, residential garbage will be curbside and we ask that the homeowner relocate cans to the front of the property. There will be no access to the alley for. Barricades will block all entrance to the alley. Neighbors are advised to seek alternative parking.

| | Modernized Traffic Signals Coming at Leland and Sheridan!
Several weeks ago, Chicago Department of Transportation (CDOT) contractors began rebuilding the Leland / Sheridan intersection as part of a project to install modernized traffic signals at this intersection.
The new traffic signals will include pedestrian walk signs to increase safety at the intersection, and crews will also be extending the curb to reduce pedestrian crossing distances.
Works are currently completing concrete work at the intersection to extend and rebuild curbs, gutters, and sidewalks. This work is estimated to take another week, pending favorable weather, at which point the foundations for the new traffic signals will be installed (another 2-3 weeks). After installation of the new foundations, restoration and electrical work is expected to take an additional 4-6 weeks.
All in all, CDOT expects the new signals to be installed and functioning by October and November. |

| | 4600 - 4800 N. Racine Water Main Update: Restoration Continues!
In May, the Department of Water Management (DWM) began work on a project to replace the water main on Racine between Wilson and Broadway. This project entails replacing the existing (more than 120 year-old!) water main and replacing all existing lead service lines along this stretch of Racine.
Crews have installed the new water main, installed all new service lines, and shut off the old water main; all underground plumbing work has been completed.
Crews began restoration work the first week of September. The vast majority of concrete work to rebuild the road foundation, curbs, and gutters, has been completed and - pending favorable weather - will wrap up next week.
After the completion of the concrete base, the contractors have 30 days to complete the remaining restoration work (milling and repaving the road surface and adjusting utility/drainage structures as needed). This means that all work should be completed before the end of October, leaving Racine looking as good as new before Halloween!

New Streetlights Coming to 4600-4800 Beacon Street
Neighbors, you may have noticed more orange no-parking signs in Sheridan Park!
These restrictions are in place to enable CDOT (Chicago Department of Transportation) contractors to install new and more reliable streetlights on this stretch of Beacon. The supervising engineers anticipate this project should be complete by the end of October, as long as the weather cooperates.
Crews will install new street lights with "piggy-back" lights (which provide better sidewalk illumination) over the next several weeks. Once the new streetlights are installed, electrified, and functioning, crews will remove the old ones. Afterward, they will complete concrete and asphalt restoration as necessary. |

| SEPTEMBER COMMISSION PUBLIC MEETING
Join the Community Commission for Public Safety and Accountability (CCPSA) for its September public meeting, featuring a subject matter hearing on officer wellness.

The Commission will examine the factors impacting officer wellness, how officer wellness impacts policing, the resources currently available to officers, and best practices for identifying and supporting officers who may need assistance. The Illinois Department of Commerce & Economic Opportunity is excited to announce Round 2 of the Illinois Economic Empowerment Centers (EEC) program
. 
Description: “The EEC Grant Program was developed to help create an inclusive business ecosystem within communities that have historically faced systemic barriers to entry and growth through dynamic partnerships, targeted outreach, and tailored programs and initiatives. DCEO has previously awarded $2.5 million in grant funding to 10 recipients through the EEC Grant Program.” Eligibility: "Career education agencies; and Non-profit organizations, including but not limited to: local development corporations, chambers of commerce, community based outreach centers, and community based organizations that provide services to underserved businesses and entrepreneurs." Award Range: $250,000-$500,000 ("A minimum overall matching contribution of 100% of the grant amount is required." Please see Notice of Funding Opportunity (NOFO for more details.) Deadline: Rolling until funding is exhausted (please note, the period of performance is expected to be July 1, 2026, through June 30, 2028.)
